HomeMy WebLinkAboutR-97-0609J-97-623 8/29/97 RESOLUTION NO.9 _ s 9 A RESOLUTION APPROVING THE ASSIGNMENTS OF THE 1995 AND 1996 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT CONTRACTS BETWEEN THE CITY OF MIAMI AND CHRISTIAN COMMUNITY SERVICE AGENCY, INC. (CCSA) TO METROPOLITAN DADE COUNTY HOUSING AGENCY (MDHA), IN THE AMOUNTS OF $1,745,000 (ACCOUNT NO. 194003.590603.6860.94654) AND $1,924,834 (ACCOUNT NO. 194004.590604.6860.94654), RESPECTIVELY; FURTHER, AMENDING SECTION 3 OF RESOLUTION NO. 97-518, ADOPTED JULY 24, 1997, THEREBY RESCINDING THE $900,000 1996 HOPWA GRANT AWARD TO CCSA (ACCOUNT NO. 194004.590604.6860.94654) AND AWARDING SAID FUNDS TO MDHA FOR THE PROVISION OF LONG TERM, PROVIDER BASED, HOUSING ASSISTANCE; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECT THE HEREINABOVE TRANSACTIONS. WHEREAS, in January of 1996, the City Commission adopted Resolution No. 96-44, which allocated $500,000 in 1995 Housing Opportunities for Persons With AIDS (HOPWA) Program Grant funds to Christian Community Service Agency, Inc. (CCSA), for the provision of long term, provider based housing assistance to low income persons with AIDS, and authorized the City Manager to execute agreements in order to implement said assistance; and Cl'1'! COMIKESSiON, MEETING OF SEP 0 9 -1W Resolution No. 97- G99 • • WHEREAS, in February of 1996, the City Commission adopted Resolution No. 96-128, which allocated $1,245,000 in 1995 HOPWA Program Grant funds to CCSA for the provision of long term, provider based housing assistance to low income persons with AIDS, and authorized the City Manager to execute agreements in order to implement said assistance; and WHEREAS, in December of 1996, the City Commission adopted Resolution No. 96-916, which allocated $1,924,834 in 1996 HOPWA Program Grant funds to CCSA for the provision of long term, provider based housing assistance to low income persons with AIDS, and authorized the City Manager to execute agreements in order to implement said assistance; and WHEREAS, in July of 1997, the City Commission adopted Resolution No. 97-518, which allocated $900,000 in 1996 HOPWA Program Grant funds to CCSA for the provision of long term, provider based housing assistance to low income persons with AIDS, and authorized the City Manager to execute agreements in order to implement said assistance. However no agreement has been executed to implement said $900,000 of assistance; and WHEREAS, in August of 1997, CCSA informed the City that it could no longer fulfill its obligations in connection with the above mentioned allocations and contracts; and WHEREAS, in August of 1997, upon the recommendation of the HOPWA Advisory Board, the Administration approached Metropolitan Dade County Housing Agency (MDHA) to take over CCSA's responsibilities in connection with the above mentioned allocations and agreements; and WHEREAS, in August of 1997, MDHA accepted taking on CCSA's responsibilities in connection with the above mentioned allocations and agreements, subject to the approval of the Board of County Commissioners; and 2- �' _ 609 j WHEREAS, the City Administration supports MDHA taking on CCSA's responsibilities in connection with the above mentioned allocations and agreements; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The assignments of the 1995 and 1996 Housing Opportunities for Persons with Aids (HOPWA) Program grant contracts between the City of Miami and Christian Community Service Agency, Inc. (CCSA) to Metropolitan Dade County Housing Agency (MDHA), in the amount of $1,745,000 (Account No. 194003.590603.6860.94654) and $1,924,834 (Account No. 194003.590604.6860.94654), respectively, are hereby approved. Section 3. Section 3 of Resolution No. 97-518, adopted July 24, 1997, is hereby amended in the following particulars:' "Section 3. The City Commission hereby approves funding for the following service providers, in the amount listed below, for housing assistance and related services, to low income persons living with HIV/AIDS throughout the Dade County geographic area, and to disburse 1996 HOPWA Program Grant funds therefor: Service Provider's Name _Metropolitan Dade County Housing Agency Activity Amount Provider based housing _ $900,000 assistance ' Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. 3- 97 - 609 a Section 4. The City Manager is hereby authorized' the execute the necessary documents, in a form acceptable to the City Attorney, to effect the hereinabove transactions. Section 5. (CCSA) to Metropolitan Dade County Housing Agency (MDHA), for the provision of long term, provider based housing assistance to very low income persons with AIDS throughout the entire Dade County geographic area. Additionally, it is respectfully recommended that the City Commission rescind the allocation of $900,000 in 1996 HOPWA funds to CCSA for the provision of long term, provider based housing assistance to very low income persons with AIDS throughout the entire geographic Dade County area, and to allocate said $900,000 to MDHA for the provision of the aforementioned assistance. BACKGROUND: In January of 1996, the City Commission adopted Resolution No. 96-44, which allocated $500,000 in 1995 Housing Opportunities for Persons With AIDS (HOPWA) Program Grant funds to Christian Community Service Agency, Inc. Aj 97- 609 1 Honorable Mayor and Members of the City Commission Page 2 In July of 1997, the City Commission adopted Resolution No. 97-518, which allocated $900,000 in 1996 HOPWA Program Grant funds to CCSA for the provision of long term, provider based housing assistance to low income persons with AIDS throughout the entire Dade County geographic area, and authorized the City Manager to execute agreements in order to implement said assistance. However, no agreement has been executed to implement said $900,000 of assistance. On August 14, 1997, CCSA informed the City that it could no longer fulfill its obligations in connection with the abovementioned allocations and contracts, effective September 30, 1997. Upon the recommendation of the HOPWA Advisory Board, at its August 18, 1997 meeting, the Administration approached Metropolitan Dade County Housing Agency (MDHA) to take over CCSA's responsibilities in connection with the abovementioned allocations and agreements. MDHA has agreed to accept the assignment of said agreements, and will agree to accept the additional $900,000 previously allocated to CCSA, subject to the approval of the Board of County Commissioners..
