In July of 1997, the City Commission adopted Resolution No. 97-518, which allocated $900,000
in 1996 HOPWA Program Grant funds to CCSA for the provision of long term, provider based
housing assistance to low income persons with AIDS throughout the entire Dade County
geographic area, and authorized the City Manager to execute agreements in order to implement
said assistance. However, no agreement has been executed to implement said $900,000 of
assistance.
On August 14, 1997, CCSA informed the City that it could no longer fulfill its obligations in
connection with the abovementioned allocations and contracts, effective September 30, 1997.
Upon the recommendation of the HOPWA Advisory Board, at its August 18, 1997 meeting, the
Administration approached Metropolitan Dade County Housing Agency (MDHA) to take over
CCSA's responsibilities in connection with the abovementioned allocations and agreements.
MDHA has agreed to accept the assignment of said agreements, and will agree to accept the
additional $900,000 previously allocated to CCSA, subject to the approval of the Board of
County Commissioners..
The City Administration supports said assignments, rescission, and allocation, and recommends
that the City Commission adopts the attached resolution.
