A RESOLUTION, ALLOCATING TWO HUNDRED AND FIFTY
THOUSAND ($250,000.00) DOLLARS FROM COMMUNITY
DEVELOPMENT- BLOCK GRANT FUNDS, PROJECT NUMBER
780800, TO IMPLEMENT THE "INTERIM ASSISTANCE
NEIGHBORHOOD CLEAN-UP EMERGENCY CAMPAIGN" IN
AN EFFORT TO ARREST THE DETERIORATION CAUSED BY
TRASH AND DEBRIS IN THE COMMUNITY DEVELOPMENT
TARGET AREAS AND ALLEVIATING CONDITIONS
THREATENING THE PUBLIC HEALTH AND SAFETY OF THE
CITY OF MIAMI RESIDENTS.
WHEREAS, the City of Miami Commission is desirous of alleviating conditions
threatening the, public health and safety of the City of Miami's residents; and
WHEREAS, the City of Miami Commission is also desirous of enhancing the quality of
life for residents and businesses within the City of Miami; and
WHEREAS, trash and debris in the Community Development target areas are causing
determinable signs of physical deterioration within the City of Miami and require immediate
resolution; and
WHEREAS, funds for the "Interim Assistance Clean -Up Emergency Campaign" in the
amount of two hundred and fifty thousand ($250,000.00) dollars are available from the
Community Development Block Grant Program;, Project Number 780900; and

WHEREAS, said program will employ approximately seventy-five (75) persons for a
maximum of four (4) months to assist the City in arresting the deterioration caused by trash and
debris in the Community Development target areas, and alleviating conditions threatening the
public health and safety of the City's residents and businesses;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. Funds, in the amount of two hundred and fifty thousand ($250,000.00)
dollars, are hereby allocated from Community Development Project Number 780800 to
implement the "Interim Assistance Neighborhood Clean -Up Emergency Campaign" in an effort to
arrest the deterioration caused by trash and debris in the Community Development Target areas,
and alleviating conditions threatening the public health and safety of the City of Miami residents.
Section 3. This Resolution shall become immediately upon its adoption.

"Interim Assistance Neighborhood
Clean -Up Emergency Campaign"
It is respectfully recommended that the City Commission retroactively adopt the attached
resolution, allocating two hundred and fifty thousand ($250,000.00) dollars to the City of Miami's
"Interim Assistance Neighborhood Clean -Up Emergency Campaign." This program will create
seventy-five (75) temporary cleaning positions to help the City arrest the deterioration caused by
trash and debris in the Community Development target areas, while alleviating conditions
threatening the public safety and health of the City's residents.
BACKGROUND:
In an effort to alleviate existing conditions and assist the City arrest the deterioration caused by
trash and debris in the Community Development target areas, it is respectfully requested that the
City Commission retroactively adopt the attached resolution allocating two hundred and fifty
thousand ($250,000.00) dollars from Community Development Block Grant funds (Project No.
780800) for a new activity termed, "Interim Assistance Neighborhood Clean -Up Emergency
Campaign." This clean-up campaign is the result of a request from Vice Mayor Regalado to explore
the use of CDBG Funds to conduct a special clean up of the City. Commissioner Plummer
suggested that W.A.G.E.S. funds could be used to extend the program two to four months by
leveraging W.A.G.E.S. and CDBG funds. This is a condition that requires immediate resolution to
protect the safety and health of the residents of the City of Miami. This clean-up will be done in
each of the Community Development target areas and will concentrate on cleaning up the trash and
debris that is not included in the regular curbside collection of garbage or trash in the low- and
moderate -income neighborhoods. The interim assistance activities benefit all persons residing in
the area, at least 51 % of which are low- or moderate -income persons. The program will employ
approximately seventy-five (75) persons and work up to a maximum of four (4) months. In
addition, the program will be leveraged with the Neighborhood Jobs Program funds where possible.
