A RESOLUTION APPOINTING VICE -MAYOR TOMAS
REGALADO AND COMMISSIONER THE LMA GIBSON AS
MEMBERS OF THE DADE COUNTY VISITOR INDUSTRY
VOLUNTARY EDUCATIONAL SERVICE TRAINING TRUST
("VESTT").
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Vice -Mayor Tomas Regalado and Commissioner
Thelma Gibson are hereby appointed as members of the Dade County
Visitor Industry Voluntary Educational Service Training Trust
( "VESTT" )
Section 2. This Resolution shall become effective
immediately upon its adoption.

execution of an Interlocal
Agreement with Dade

Administrative Recommendation:
The Administration recommends that the City Commission adopt the attached resolution
authorizing the execution of the Interlocal Agreement with Dade County and Miami
Beach on the Visitor Industry's Voluntary Educational Service Training Trust (VESTT).
Background:
VESTT is a countywide, quality service, behavioral -training program. It has been
specifically designed for training of visitor industry personnel in Dade County. The
instructors in this training effort have been selected through a competitive process on a
nationwide search. The training provided will enhance the visitor industry and help to
foster tourism in Miami and throughout Dade County.
The plan calls for Miami, Miami Beach and Dade County to match the funds provided by
participating hotels. Each of the participating hotels are contributing $5.00 per room
annually for this service. Contributions to VESTT are capped at $50,000 annually from
Miami, $50,000 from Miami Beach and $150,000 annually from Dade County. The
amounts contributed from Miami hotels which the agreement will require the City to
match is $29,480.00
The Interlocal Agreement will automatically renew at the end of each fiscal year for an
additional year. The agreement will continue until a participating public agency submits
written notice of its intent not to renew.
The City of Miami, on February 9, 1995, appointed two members to the Board of
VESTT. However, the City did not authorize the execution of the Interlocal Agreement.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN INTERLOCAL AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AMONG THE
CITY OF MIAMI, THE CITY OF MIAMI BEACH,
METROPOLITAN DADE COUNTY AND THE VOLUNTARY
EDUCATIONAL SERVICE TRAINING TRUST ("VESTT"),
FOR THE PURPOSE OF CREATING AND MAINTAINING A
QUALITY SERVICE TRAINING PROGRAM FOR VISITOR
INDUSTRY PERSONNEL IN THE DADE COUNTY AREA;
AUTHORIZING THE CITY MANAGER TO ALLOCATE
FUNDS, IN AN AMOUNT NOT TO EXCEED $29,480.00,
FROM ACCOUNT CODE NO. 921002-340, WHICH
AMOUNT MPRESENTS THE CITY'S CURRENT MATCHING
CONTRIBUTION FOR PARTICIPATION IN SAID
PROGRAM.
WHEREAS, pursuant to Ordinance No. 94-187 adopted October 7,
1994, by the Board of County Commissioners of Metropolitan Dade
County, the Voluntary Educational Service Training Trust
("VESTT") was established for the purpose of creating and
maintaining a public/private partnership for sponsoring a quality
service training program for personnel in the visitor industry in
the Dade County area; and
WHEREAS, pursuant to Resolution No. 95-78, adopted
February 9, 1995, the City Commission appointed two individuals
to serve as the City of Miami's representatives on VESTT; and
WHEREAS, "'the Interlocal Agreement setting forth the
respective parties contribution of funds, collection of fees, and
administrative support was never officially executed by the City

even though the City has participated in the Program since its
inception; and
WHEREAS, said participation in the Program is ongoing until
a participating public agency submits written notice of its
intent not to renew; and
WHEREAS, based upon contributions made by various
participating Miami hotels, the City of Miami's current
commitment for matching funds, in the amount of $29,480.00, is
now due;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorizedY to
execute an Interlocal Agreement among the City of Miami, the City
of Miami Beach, Metropolitan Dade County and the Voluntary
Educational Service Training Trust ("VESTT"), for the purpose of
creating and maintaining a quality service training program for
visitor industry personnel in the Dade County area.
Section 3. The City Manager is hereby authorized to
allocate funds, in an amount not to exceed $29,480.00, from

Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Account Code No. 921002-340, which payment represents the City's
matching contribution for participation in said program.
Section 4. This Resolution shall become effective
immediately upon its adoption.
