This memo is being written in connection with the.request by the
Cocoanut Grove Village Council (the Council). to place on' the
September 9, 1997 agenda a personal appearance regarding request
to have its election for members concurrent with the City's
nonpartisan primary election of.November 4, 1997 only, and not on
the November 13th general election (runoff), if a runoff election
for their members is needed. In connection with same, I
recommend to the City Commission that said request be granted,
subject to conditions as outlined in the Supervisor of Election's
letter of August 21, 1997, which is attached hereto.

Dear Mr. Marquez:
On behalf of the Cocoanut Grove Village Council, request is
hereby made to place on the September 9, 1997 City
Commission agenda the following matter:
Request of the Cocoanut Grove Village Council to have:
its election for members concurrent with the City's
general election on November 4, 1997.
This request -has been.made and granted by the City
Commission for each election of the Village Council. As it
has always done, the Council will pay the Dade County
Elections Department for any extra costs of this election.
Representatives of the Village Council Elections Committee
have met with David Leahey, who has given his approval of
this process.
If you have any questions, please contact Tucker Gibbs at
856-2111. Thank you for your assistance in this matter.

I have been informed that the Cocoanut Grove Village Council will make a request to the
Miami City Commission to hold their election in conjunction with the November 4, 1997 City of
Miami election. The Metro -Dade Elections Department supports their request provided that the
following conditions are met:
1. That their request is only for holding an election in conjunction with the City's
November 4th election and not the November 13th runoff election. The potential
exists that there will not be a need for a Citywide runoff election, either under the
current method of electing members to the Governing Body or the single member
district plan if approved by voters on September 4th.
2. That members of the Village Council be elected from within the boundaries of
specified City of Miami precincts as they currently exist.
3. That the final list of Village Council candidates be received by the Metro -Dade
Elections Department no later than 5:00 p.m. on Friday, September 19, 1997,
4. That a check in the amount of $600.00 to pay for the estimated cost of the
1997 Village Council election be received by the Metro -Dade Elections Department no
later than 5:00 p.m. on Friday, September 19, 1997. The Elections Department will
bill the Village Council for actual election costs which exceed the estimated cost or
will issue a refund to the Village Council if the actual costs incurred are less than the
estimated cost.

5. That the outstanding balance of $68.64 for the conduct of the 1995 Village Council
Election be received by the Metro -Dade Elections Department no later than 5:00 p.m.
on Friday, September 19, 1997.
