HomeMy WebLinkAboutR-97-0591J-97-769 9/23/97 RESOLUTION NO. 9 7 — 5 9-1 A RESOLUTION RESCINDING THE ALLOCATION OF $70,750 OF 23RD YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO THE HAITIAN AMERICAN CIVIC ASSOCIATION, INC. AS INCLUDED IN THE ACTION PLAN APPROVED BY RESOLUTION NO. 97-169, ADOPTED MARCH 20, 1997, AND REALLOCATING SAID AMOUNT TO THE HAITIAN AMERICAN FOUNDATION, INC. (HAFI) FOR THE PERIOD JULY 1, 1997 THROUGH JUNE 30, 1998, TO PROVIDE A CRIME PREVENTION PROJECT IN THE LITTLE HAITI AREA OF THE CITY OF MIAMI; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH HAFI FOR THIS PURPOSE. WHEREAS, the Haitian American Civic Association, Inc. (HACAI) received an . allocation of $70,750 of 23rd Year Community Development Block Grant (CDBG) Funds authorized pursuant to Resolution No. 97-169 to provide a child abuse prevention project directed to the Haitian community; and WHEREAS, HACAI advised the City of Miami in writing that the organization would cease operations and would be unable to implement its 23rd Year CDBG project; and WHEREAS, the Haitian American Foundation, Inc., (HAFI) requested in writing that the aforementioned funds be reallocated to HAFI for the purpose of providing a crime prevention project to the Haitian community; and WHEREAS, HAFI appeared before the Citywide Community Development Advisory Board to present its crime prevention proposal and seek approval of the Advisory Board; and; RE�i633 &Ef E*t-ED AMENDED BYA Q S Q S CITY Cobmssl MEETING OF S E P 0 9 1997 Resolution No. 97- 59i 0 • WHEREAS, the Citywide Community Development Advisory Board unanimously voted to recommend that $70,750 of 23rd Year CDBG Funds, previously allocated to HACAI, be reallocated to HAFT; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained 'in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. An allocation, in the amount of $70,750, of 23rd Year Community Development Block Grant Funds to HACAI, included in the Action Plan approved pursuant to Resolution No. 97-169, adopted March 20, 1997, is hereby rescinded. Section 3. The amount of $70,750, of 23rd Year Community Development Block Grant Funds is hereby reallocated to HAFI for the period July 1, 1997 through June 30, 1998 for the provision of a crime prevention project in the Little Haiti area of the .City of Miami. Section 4. The City Manager is hereby authorized' to execute an agreement, in a form acceptable to the City Attorney, with HAFI for this purpose. Section 5. This Resolution shall become effective immediately upon its adoption. i The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including, but no limited to those prescribed by applicable City Charter and Code provisions. 2- 9 591 PASSED AND ADOPTED this 9th day of September, 1997. Sadly, he informed us that the organization is now defunct. We are requesting the City of Miami Commission to assign the contract designated for HACAI's CDBG program to the Haitian American Foundation, Inc. This will allow HAF1 to continue meeting the needs of the people in Little Haiti. Toward this end, we request a personal appearance before the City Commission on September 9,1997. City Commission Meeting of September 9, 1997 Mr. Ringo Cayard, Executive Director of the Haitian American Foundation, Inc. (HAFI), has scheduled a personal appearance at the September 9, 1997, City Commission Meeting for the purpose of requesting the reallocation of $70,750 of 23rd Year Community Development Block Grant (CDBG) Funds to HAFI previously allocated to the Haitian American Civic Association, Inc. (HACAI). The aforementioned allocation is available as a result of a letter received by the Department of Community Development from Mr. Rico Fertil, Executive Director of HACAI, indicating that his organization would be closing and would not be able to implement the Child Abuse Prevention Project for which it had received 23rd Year CDBG Funds. At the August 27,1997, meeting of the Citywide Community Development Advisory Board, Mr. Cayard discussed his Agency's proposal to provide a crime prevention program in the Little Haiti area and formally requested that 23rd Year CDBG funds previously allocated to HACAI be reallocated to HAFI. The Citywide Community Development Advisory Board unanimously voted to recommend that Mr. Cayard's request be approved. Staff concurs with the recommendation of the Advisory Board. If approved by the City Commission, staff will develop a Work Program with HAFI to delineate and quantify services to be provided to the Haitian community. It should be noted that the City Commission allocated HAFI $46,000 at the 23rd Year CDBG Public Hearing and the Agency is currently under contract to provide job training and placement services to this same target population. 9'_- 5�t 3 HAMLIATION A�N NlC.
