HomeMy WebLinkAboutR-97-05900 J-97-664 9/9/97 RESOLUTION NO.' 9 7 - 590 A RESOLUTION WAIVING .THE 120 DAY ADVANCE NOTICE REQUIREMENT FOR SPECIAL EVENTS IN THE COCONUT GROVE, SPECIAL EVENTS DISTRICT, AS REQUIRIED IN ACCORDANCE WITH THE PROVISIONS OF SECTION 54-341 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS -AMENDED, FOR THE GRAND OPENING OF SLOPPY JOE'S RESTAURANT ON SEPTEMBER 20, 1997, SAID WAIVER SUBJECT TO APPROVAL BY THE COCONUT GROVE STANDING FESTIVAL COMMITTEE. WHEREAS, the City Commission has determined that the establishment of new businesses in the City is in the best interest of the economic welfare of the City; and WHEREAS, the City Commission further determines that the City should cooperate with and facilitate the permitting of street closure in connection with the grand opening of Sloppy Joe's Restaurant in the Coconut Grove commercial district; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In accordance with the provisions of the Section 54-341 of the Code of the City of Miami, Florida, as amended, the 120 day advance notice requirement for special events in the Coconut Grove Special Events District is hereby CITY COMMISSI MEETING OF SEP 0 9 W Resolution No. 97- 590 waived for the opening of Sloppy Joe Is Restaurant on September 20, 1997, said waiver subject to approval by the Coconut Grove Standing Festival Committee. The purpose of this request is to seek (under Ordinance no. 10764 & 1.7-12-90) the Commission's authority to waive the normal requirement for the submission of a Special Event Application to the Department of Community Development at least 120 days prior to the date of an event. The event for which we seek the waiver of this requirement is a street closing on Commodore Plaza in Coconut Grove for a community celebration to welcome the Grand Opening of Sloppy Joe's restaurant on Commodore Plaza on September 20, 1997. As noted in our application (a copy of which is attached), we have, requested that the street be closed from 12 pm to 12 am on September 20, 1997. Along with the special festivities in the new Sloppy Joe's restaurant, other merchants and restaurants on Commodore Plaza will participate by offering special price discounts and/or free food items or beverages. This event is sponsored under the auspices of the Coconut Grove Chamber of Commerce but is being carried out with the participation and support of the recently formed Commodore Merchants Association, a cooperative and collaborative initiative of the property owners and merchants on Commodore to revitalize this once prosperous and prominent street. We believe that this event will promote Commodore Plaza and the several new business that have recently opened on that street. The City Commission has the authority to waive or modify said requirement. The Chamber proposes to close Commodore Plaza on Saturday, September 20, 1997, from 12:00 noon to 12:00 midnight to celebrate the grand opening of the Sloppy Joe's restaurant on Commodore. RECOMMENDATION: It is respectfully recommended that the City Commission authorize the requested waiver. Since the date of the grand opening was not determined until last.month, it was not possible for the organizers to submit the applications at the required time. This event will contribute to the much needed revitalization and promotion of the Commodore Plaza Area Staff recommends that the requested waiver be granted, conditioned upon the organizers paying for all costs of City Services and fees, including the Coconut Grove Festival District Surcharge Fee, and providing insurance as required by the City.
