Dear Mr. Marquez: The Coconut Grove Chamber of Commerce has been approached by representatives of Paxson Broadcasting of Miami and Professional Event Services, Inc. with a proposal to produce a special event at Peacock Park on Halloween night, October 31, 1997. A portion of the proceeds of the event will benefit the Chamber. The proposed event can be summarized as follows: Peacock Park will be fenced in and decorated with a Halloween theme that will include a haunted house area, a concert field with music performances by contemporary adult entertainment of the type which is commonly aired by Planet Radio, and a costume contest. A promotional program will be created so that merchants in Coconut Grove may participate in the event. In the past several _years, the City of Miami has been saddled with the added expense and cost of providing law enforcement and other services to the large crowds which congregate in Coconut Grove during Halloween night. It is not unusual for the City to incur costs of $10,000 to $15,000 or more in providing such services. The proposed event will require the use of Peacock Park and the closing of McFarlane RoadBayshore Drive from approximately Main Highway to Mary Street. Naturally, the promoters of the event expect to pay for necessary permits, impact fees and required services for the affected area. To: Mr. Edward Marquez Date: 7/14197 Time: 4:42:28 PM Page 3 of 3 Edward Marquez Page 2 by the City of Miami in connection with Halloween night activities in Coconut Grove, and the promoters are further willing to defray the cost of an additional Fire -Rescue Unit to he assigned to the Coconut Grove main business district. To make the event possible, however, it is necessary that the Commission of the City of Miami take the necessary action to waive the noise ordinance for the duration of the event. It is important to note that Halloween this year occurs on a Friday. Since time is of the essence, we are requesting that this matter be placed on the Commission Agenda of July 24, 1997 or that the requested waiver be otherwise considered and granted during that meeting so that event promoters can have sufficient time to organize a successful event. The event promoters have made application for permits in accordance with City of Miami procedures and have appeared before the Standing Festival Committee. The Standing Festival Committee approved the application. Thank you for your assistance and cooperation. FILE of the City Commission SUBJECT: Personal Appearance Coconut Grove Chamber of Commerce _ y FROM: dward Mar REFERENCES : City Manager ENCLOSURES: City Commission Agenda Item - September 9, 1997 BACKGROUND: Mr. Ivan Fernandez, President of the Coconut Grove Chamber of Commerce, wishes to appear before the City Commission to request a waiver of the noise ordinance related to a special event at Peacock Park on Halloween night, October 31, 1997. The Chamber is working with Paxson Broadcasting and Professional Event Services to produce a Halloween Parry at Peacock Park. The promoters are planning to gate the event, which will feature a concert, a haunted house and a costume contest. To ensure the safety of the pedestrians it will be necessary to close McFarlane Road and South Bayshore Drive to Mary Street. The event organizers have met with all affected City Departments (the Special Events Committee) and the Coconut Grove NET Office to discuss the event. They also met with the Coconut Grove standing Festival Committee, and said Committee passed a motion recommending that the City Commission approve the Halloween Party at Peacock Park. The organizers of the event are proposing to help the City defray the cost of Police and Fire Rescue services, which are traditionally incurred by said Department on Halloween, due to the large crowds gathering in the Coconut Grove business district that evening. RECOMMENDATION: Staff recommends that the requested waiver be authorized, conditioned upon the organizers paying for City services and fees, including the payment of the Coconut Grove Festival District Surcharge Fee, and providing insurance to protect the City as prescribed by the City Manager. q_n 5 Honorable Mayor and Members of the City Commission The organizers have met with all City Departments (Special Events Committee), including the Police Department and Coconut Grove NET Office Staff. Staff concurs with said recommendations, since the organizers are proposing to help the City defray the cost of police and fire rescue services which are traditionally incurred every year by said Departments due to the crowds gathering in the Coconut Grove business district on Halloween night.
