A RESOLUTION, BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, AFTER A DULY ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING
THE CITY MANAGER'S FINDING OF SOLE SOURCE,
WAIVING THE REQUIREMENTS FOR COMPETITIVE
BIDDING PROCEDURES AND APPROVING THE
ACQUISITION AND INSTALLATION BY MOTOROLA,
INC. OF PHASE II OF A FIRE STATION ALERTING
SYSTEM AT 13 LOCATIONS FOR THE DEPARTMENT OF
FIRE -RESCUE, ON A LEASE/PURCHASE BASIS FOR A
PERIOD OF FIVE YEARS, AT AN ANNUAL COST OF.
$75,617.00; ALLOCATING FUNDS THEREFOR FOR THE
FIRST YEAR FROM DADE COUNTY EMS GRANTS
PROJECT NO. 104011 AS FOLLOWS: ACCOUNT CODE
NO. 280549-840 ($29,990.00), ACCOUNT CODE
NO. 280545-840 ($34,990.00), AND ACCOUNT CODE
NO. 280551-840 ($10,637.00); AUTHORIZING THE
CITY MANAGER"TO-EXECUTE AN AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR
SAID ACQUISITION.
WHEREAS, the Department of Fire- Rescue initiated a project,
pursuant to Request for Proposal ("RFP") No. 93-94-001 and
Resolution No. 94-416, to replace the existing hard -wired alarm
dispatch systems with an 800 mhz MOSCAD system in December; and
WHEREAS, Phase I of said project, the replacement of all
Southern Bell hardwire connections from the Alarm Office to the
Fire Stations, was awarded to Motorola, Inc. and has been
completed; and

WHEREAS, repeated failures and ongoing deterioration
problems indicate the necessity of replacing preexisting
antiquated alerting devices within the Fire Stations; and
WHEREAS, only Motorola, Inc. can reprogram existing MOSCAD
devices at the stations and Computer Aided Dispatch devices at
the Alarm Office, because software used to communicate between
these devices is proprietary to Motorola, Inc.; and
WHEREAS, the City Manager recommends that the requirement
for competitive bidding procedures be waived and said acquisition
from Motorola Inc. as the sole source provider be approved, on a
purchase/lease basis for a period of five years, at an annual
cost of $75,617.00, for a total five year cost of $378,085.00;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Managers finding of sole source is
hereby ratified, approved and confirmed, the requirement for
competitive bidding procedures is hereby waived and the
acquisition and installation by Motorola, Inc. of Phase II of a
Fire Station Alerting System at 13 locations for the Department
of Fire -Rescue is hereby approved, on a lease/purchase basis for
a period of five years, at an annual cost of $75,617.00, with

funds therefor hereby allocated for the first year from Dade
County EMS Grants Project No. 104011 as follows: Account Code
No. 280549-840 ($29,000.00), Account Code No. 280545-840
($34,990.00), and Account Code No. 280551-840 ($10,637.00).
Section 3. The City Manager is hereby authorizedI to
execute an agreement with Motorola, Inc., in a form acceptable to
the City Attorney, for said acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission approve the
waiving of requirements for competitive sealed bids and award the sole
source procurement of a Fire Station Alerting System upgrade from Motorola,
Inc. on a lease purchase basis, for five years at an annual cost of 75,617. and
a total proposed cost of $378,085.
BACKGROUND:
The Department of Fire- Rescue initiated a project, pursuant to RFP # 93-94-
001 and Resolution #94-416, to replace the existing hard -wired alarm
dispatch systems with an 800 mhz MOSCAD system. The existing Southern
Bell phone lines were deteriorating and unreliable, causing delays in
dispatching and responses.
Phase I of this project, the replacement of all Southern Bell hardwire
connections from the Alarm Office to the Fire Stations, was awarded to
Motorola, Inc and has been completed. At the time it was thought that the
alerting devices within the Fire Stations would be adequate, however,
repeated failures and ongoing deterioration problems indicate the necessity of
replacing this antiquated equipment.
Phase II will upgrade the alerting devices within the Fire Stations and allow
for efficient dispatching and response of Fire Rescue. To preserve the quality
and reliability of the operation, and insure appropriate interfacing with the
existing MOSCAD communications systems; it is recommended that Phase II
be done by Motorola, Inc.

I am requesting a finding of Sole Source for the procurement of a Fire Station Alerting

The Department of Fire- Rescue initiated a project, pursuant to RFP # 93-94-

To preserve the quality and reliability of the operation, and insure
appropriate interfacing with the existing MOSCAD communications systems;
we recommend that this second phase be done by Motorola, Inc. It should be
noted that only Motorola can reprogram existing MOSCAD devices at the
stations and Computer Aided Dispatch devices at the Alarm Office, because
the software used to communicate between these devices is proprietary to
Motorola.

ENCLOSURES:
An investigation was conducted by staff to determine whether Motorola, Inc., a non-minority/Dade County vendor located at
4660 S. W. 158 Avenue, Miami, Florida 33185 is the sole source provider for the provision of the Fire Alerting System,
Phase II, for the Department of Fire -Rescue.
Pursuant to RFP No. 93-94-001, a solicitation was issued for a firm to provide a turnkey Fire Station Alerting System for the
Department of Fire -Rescue. Based upon a recommendation by a Selection Committee, Motorola Communications and
Electronics was awarded the contract to provide this system on a lease purchase basis for a five (5) year period per
Resolution 94416. As a result, Phase I of the project, which was the replacement of all Southern Bell hardwire connections
from the Alarm Office to the Fire Stations, has been completed.
According to Chief M. Kemp of the Department of Fire -Rescue, it was thought that the alerting devices within the Fire
Stations would be adequate, however, it has been determined that repeated failures and ongoing deterioration problems with
the alerting devices within the Fire Stations indicate the necessity of now replacing this antiquated equipment. As a result, it
is necessary that Phase II be undertaken in order to upgrade the alerting devices within the Fire Stations to allow for efficient
dispatching and response of the department. The department reported the implementation of Phase II by Motorola, Inc.
would insure the appropriate interface with the existing MOSCAD communications system, and that Motorola would be a
sole source provider for this interface system.
According to Motorola, Inc., the Department of Fire -Rescue purchased a MOSCAD Fire Alerting System pursuant to the
RFP specifically designed to meet the needs of the City based on unique requirements as required in the request for proposal.
Phase II of the project is based on modifications to the existing Motorola hardware and software which are proprietary to
Motorola, who is a sole source provider for this system. According to Motorola, no other firm could successfully interface
Phase II with the existing Motorola system.
The proposed cost for the procurement of a Fire Station Alerting System, Phase II, on a lease purchase basis for five (5) years
is at an annual cost of $75,617.00, for a total proposed cost of $378,085.00. Funds for the initial year of this project are
available from Dade County EMS Grant Awards, Project No. 104011 in the amount of 29,990.00, Account Code No..2805-
49-840; $34,990.00 from Account Code No. 280545-840 $10,637.00 and from Account Code No. 280551-840.
Therefore, I am recommending that the requirements for competitive bidding be waived and the above findings be approved:
that Motorola, Inc., a non-minority/Dade County vendor located at 4660 S.W. 158 Avenue, Miami, Florida 33185 is the sole
source provider for the Fire Station Alerting System - Phase II, on behalf of the Department of Fire -Rescue.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the Commission of the City of Miami, Florida on
, 1997 at 9:00 a.m. in the Commission Chambers at City
Hall, 3500 Pan American Drive, Miami, Florida for the purpose of considering a
waiver of the requirements of obtaining sealed bids for the engagement of Motorola
Inc., subject to a finding of sole source by the City Manager, to provide the
installation of a Fire Station Alerting System (Phase II) for the Department of Fire -
Rescue at a total proposed cost of $378,085.00.
All interested persons are invited to appear and may be heard concerning this
matter. Should any person desire to appeal any decision of the City Commission
with respect to any matter considered at this hearing, that person shall ensure that
a verbatim record of the proceedings is made, including all testimony and evidence
upon which any appeal may be based.
