HomeMy WebLinkAboutR-97-0580r M J-97-598 08/21 /97 RESOLUTION NO. 9 580 A RESOLUTION AUTHORIZING AN INCREASE IN THE FUNDING FOR THE "ALTERNATIVE PROGRAMS, INC.", IN AN AMOUNT NOT TO EXCEED $75,000.00; ALLOCATING FUNDS THEREFOR, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690002, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement and anti -drug education purposes not considered normal operating expenses; and WHEREAS, Resolution No. 89-856, adopted September 28`h, 1989, authorized the funding of The Alternative Programs, Inc., in the amounf,of $55,000.00; WHEREAS, because of the value of the Program and the need for its service, the Miami Police Department has increased allocations to the Program in a total amount of $410,000.00 (pursuant to Resolution Nos. 90-944, 92-201, 93-551, 93-657, 94-799 and 95-851, 96-436); and WHEREAS, the continued need for the services of the Program requires that an additional $75,000.00 be allocated to said Program; and CXTY COMMISSION MEETING OF SEP 0 9 M7 aesolvdm X0. !.97- 0 i r WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. An increase in the funding of "The Alternative Programs, Inc.", in an amount not to exceed $75,000.00, is hereby authorized, with funds therefor, hereby allocated from the City of Miami Law Enforcement Trust Fund, Project Number 690002, such expenditures having been certified by the Chief of Police as complying with Florida State Statutes, Chapter 932.7055, as amended. ENCLOSURES: It is respectfully recommended that a Resolution, authorizing the supplemental funding of The Alternative Programs, Inc., and allocating funds therefor, in an amount not to exceed $75,000.00, be approved. Funding is to be provided from the Law Enforcement Trust Fund, from Project Number 690002. BACKGROUND: The Miami Police Department supports the efforts of those groups responsible for, and dedicated to, the education of the public in the area of drug abuse. The Alternative Programs, Inc., targets those high risk high school students and chemically dependent persons in need of support and counseling. Clients are referred to the program by both the courts and law enforcement agencies.
