A RESOLUTION AUTHORIZING FUNDING FOR THE COST, EXPENSES, AND FEES INCURRED FOR CONTINUED ACCREDITATION OF THE DEPARTMENT OF POLICE BY THE COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES, INC. (C.A.L.E.A.), AND THE STATE OF FLORIDA, ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $14,593.00, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690003, INDEX CODE 291202.6.996, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the accreditation of a law enforcement agency assesses its compliance with specific professional standards designed according to agency size in order to increase crime prevention and control capabilities, enhance agency effectiveness and efficiency, improve cooperation and coordination with other components of the criminal justice system, and increase citizen and staff confidence in the goals, objectives, policies, and practices of the law enforcement agency; and WHEREAS, the Department of Police received its nationally recognized C.A.L.E.A. accreditation in November 1995, and C= COMCSSION PMTING OF SEP 0 9 1997 Resolution No. 97- 575 • • WHEREAS, in order to retain this status, the Department of Police must undergo a successful re -accreditation every three years; and WHEREAS, the Department of Police will be seeking State of Florida accreditation; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding for costs, expenses, and fees incurred for the continued accreditation of the Department of Police by the Commission on Accreditation for Law Enforcement Agencies, Inc. (C.A.L.E.A.), and the State of Florida, is hereby authorized, with funds therefor hereby allocated, in an amount not to exceed $14,593.00, from the Law Enforcement Trust Fund, Project No. 690003, Index Code 291202.6.996, such expenditures having been certified by the Chief of Police as complying with Florida State Statutes, Chapter 932.7055, as amended. Section 3. This Resolution shall become effective immediately upon adoption. (C.A.L.E.A.), and the State of Florida, in the amount of $14,593.00. Funding is to be provided from the Law Enforcement Trust Fund, Project Number 690003 and Index Code 291202.6.996. BACKGROUND: The Department of Police received its nationally recognized C.A.L.E.A. accreditation in November 1995. The goal of the accreditation process is to improve the delivery of law enforcement services. In order to retain this status, the Department must undergo a successful re -accreditation process every three years. The requested funds will provide for this process through 1998 and will allow the Department to also seek a Florida State Accreditation by Comparative Compliance status. Funds in the past have been used for the following purposes: 1) Agency fee for re -accreditation based on the number of full time employees employed by the Department of Police; 2) Accreditation decals/seals for marked police vehicles; 3) Rental car fees for the visiting accreditation assessors; 4) Mock on -site assessment; 5) Accreditation reception; and 6) Miscellaneous office supplies and equipment.
