WHEREAS, pursuant to public notice, sealed bids were received on June 18, 1997 for the furnishing and installation of tubular steel picket fence & gates at Jose Marti Park for the Department of Parks and Recreation; and WHEREAS, invitations for Bid No. 96-97-071 were mailed to forty-two (42) potential bidders and six (6) bids were received; and WHEREAS, the Department of Parks and Recreation has received community input as to the long term improvement needs of Jose Marti Park through various meetings with neighborhood groups and residents; and WHEREAS, this service will provide the installation of picket fence & gates to upgrade Jose Marti Park allowing the park to be closed after hours and thereby serve as a deterrent to vandalism, -graffiti, and other activities which take place in the park during the night; and WHEREAS, funds for this service are available from the Department of Community Development Block Grant, Account Code No. 589301-860, Capital Improvement Project No. 331385; and m COMOSSIION TINCS OF SEP 0 9 9997 Resdutkm Nm 9 7 - C")68 WHEREAS, the City Manager and the Director of the Department of Parks and Recreation recommend that the bid received from Professional Welding, Inc., be accepted as the lowest most responsible and responsive bidder; NOW, THEREFOR, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this section. Section 2. The June 18, 1997 bid submitted by Professional Welding, Inc., for the furnishing and installation of tubular steel picket fence and gates at Jose Marti Park for the Department of Parks and Recreation, at a total cost of $37,200.00, is hereby accepted, with funds therefor hereby allocated from the Department of Community Development Block Grant Fund, Account Code No. 589301-860, Capital Improvement Project No. 331385. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 4. Funding is available from the Department of Community Development Block Grant, Account Code No. 589301-860, Capital Improvement Project No. 331385. BACKGROUND: The Department of. Parks and Recreation has determined, following meetings with neighbors through the NET office, that a fence would allow the park to be closed after hours and thereby serve as a deterrent to vandalism, graffiti, and other activities which take place in the park during the night. Additionally, a new recreation building will be under construction in the park during the coming months which will necessitate controlling access to some parts of the park. The Departments of Purchasing and Parks & Recreation have analyzed bids received pursuant to Bid No. 96-97-071 for the furnishing and installation of a steel picket fence and six (6) gates at Jose Marti Park. Forty-two (42) invitations for bids were mailed and six (6) responses were received.
