( 7 - 548 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OF THE DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI, FLORIDA, TO PREPARE AND SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF STATE FOR DESIGNATION AS A FLORIDA MAINSTREET COMMUNITY. WHEREAS, the Florida Mainstreet Community Program has been created to assist Florida communities in developing public -private efforts to revitalize their Main Street areas; and WHEREAS, the Secretary of State will select a number of communities to participate in the Program in the upcoming year; and WHEREAS, a goal of the Downtown Development Authority is to assist in the revitalization of the Downtown Development District; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Executive Director of the Downtown Development Authority of the City of Miami, Florida, is hereby authorized to prepare and submit an application to the Florida Department of State for designation as a Florida Mainstreet Community. Said resolution was assigned number 97-548. Our office has not received the original document to be executed from the Law Department. For July 24, 2997 Commissioner ENCLOSURES: City Commission Meeting Recommendation It is respectfully requested that the City Commission approve the attached Resolution authorizing the Executive Director of the Downtown Development Authority of the City of Miami, Florida to prepare and submit an application to participate in the "Florida Main Street" Program . Background The Florida Main !Street is a program of the Florida Department of State, Division of Historical Resources, which provides training and technical assistance to local organizations in support of their efforts to revitalize their traditional downtown and neighborhood commercial districts. While concentrating on revitalization of the community's historic commercial center, these local volunteer -based programs enhance the economic vitality, quality of life, and civic pride of the whole community .while countering sprawl and encouraging greater citizen participation in the decisions that are shaping our future. The Downtown Development Authority would like to prepare and submit an application for the Central Business District (5th Street to the north, Biscayne Boulevard to the east, the Miami River to the south and I-95 to the west). The program has developed a comprehensive revitalization strategy that pairs thoughtful preservation of historical assets with sensible business practices. The program helps in the downtown revitalization through economic restructuring, organization, design and promotion. The Downtown Development Authority will work in conjunction with the Downtown Miami Partnership and the Dade Heritage Trust. cc: Edward Marquez, City Manager A.
