HomeMy WebLinkAboutR-97-0532J-97-499 7/16/97 RESOLUTION NO. 9 532 A RESOLUTION APPROVING THE FINDINGS OF THE MIAMI CONVENTION CENTER MANAGEMENT REQUEST FOR PROPOSALS ("RFP") SELECTION COMMITTEE AS TO THE MOST QUALIFIED FIRM TO PROVIDE PROFESSIONAL SERVICES FOR THE MANAGEMENT, OPERATION AND MAINTENANCE OF THE MIAMI CONVENTION CENTER; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE MOST QUALIFIED FIRM, IN RANK ORDER; AND FURTHER DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR ITS RATIFICATION AND APPROVAL. WHEREAS, the City.of Miami entered into an Agreement with Leisure Management International for the management, operation and maintenance of the Miami Convention Center on September 8, 1992; and WHEREAS, said Agreement expires on or about September 30, 1997; and WHEREAS, the City of Miami issued a Request for Proposals for the management, operation and maintenance of the Miami Convention Center on May 29, 1997; and WHEREAS, the Selection Committee evaluated the proposals received June 30, 1997, in response to the City's request for proposals, and selected in rank order three firms as most qualified to provide the required professional services for the Miami Convention Center; CM co wow ETINc or - 532 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby approves the findings of the Selection Committee for the following firms, in rank order, as the most qualified to provide such professional services for the management, operation and maintenance of the Miami Convention Center: Management Firm ranked #1: Globe Facilities Services Management Firm ranked #2: Leisure Management International Management Firm ranked #3: Ogden Entertainment Services Section 3. The City Commission hereby authorizes the City Manager or his designee to negotiate a professional services contract on behalf of the City of Miami with the management company ranked first as set forth in Section 2 herein. In the event that the City Manager or his designee cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the firm ranked first, then he is hereby authorized to formally terminate such negotiations, and undertake negotiations with the company ranked second. In the event that he fails to negotiate a satisfactory agreement with the second - ranked company, then the City Manager or his designee is - 2 - 97- 532 authorized to undertake negotiations with the third most qualified firm. Section 4. The City Manager is hereby directed to present the negotiated agreement, after being approved as to form and correctness by the City Attorney, to the City Commission for its ratification and approval. BACKGROUND: The City of Miami is required by "Lease and Agreement" to secure a professional management firm having experience in management of convention centers or civic facilities for the management and operation of Miami Convention Center. The existing agreement for management of the Center expires on or about September 30, 1997. An RFP for management of Miami Convention Center was issued, and the proposals submitted were evaluated by a Selection Committee. The Department of Conferences, Conventions and Public Facilities recommends that the City accept the findings of the Selection Committee and authorize the City Manager to enter into negotiations with the most qualified firm, and to present the negotiated agreement to the City Commission for their ratification and approval. Quality Of The Management/Operational Plan 30 The management plan demonstrates that experienced staff will .75 operate and manage the facility. The operating budget demonstrates the facility will be operated .75 effectively, costs will `be controlled and comparable to the allocated budget for fiscal year 1997-98. The staff requirements are clearly demonstrated, including the list .75 of personnel, job classifications and staff objectives. The marketing/promotional plan is comprehensive with clearly .75 defined goals, realistic revenue projections, and demonstrates initiative to explore new market potentials and stimulate activity. The event management plan demonstrates the proposer's knowledge and experience in effectively managing an event and .75 ensuring the highest level of customer satisfaction. The plan includes coordination of events, ensures customer satisfaction, crowd control, security, administration procedures and supervision of the box office. The operational plan provides a detailed description for effectively .75 operating the facility, including maintenance, repairs, janitorial, security, energy conservation, fire prevention, and purchasing. The plan demonstrates an efficient, *cost effective operation with an emphasis on quality. The financial management system demonstrates financial controls, .75 provides for a periodic and timely reporting system to measure revenues and expenses, and management reports for planning, budgeting, cost controls and evaluating performance. The proposer has provided a five year fiscal plan, including a .75 detailed compensation and incentive formula based on the management and operational plan submitted. C. Qualifications, Experience & Financial Stability 20 Qualifications and experience of the proposer demonstrates the 1.34 ability to effectively manage and operate the Miami Convention Center. The proposer has demonstrated how their experience at other 1.34 facilities will directly benefit the Miami Convention Center.
