HomeMy WebLinkAboutR-97-0518RESOLUTION NO. 97- 518 A RESOLUTION, WITH ATTACHMENT, APPROVING FUNDING OF TEN (10) ORGANIZATIONS ("SERVICE PROVIDERS"), AS HEREIN SPECIFIED, FOR THE PROVISION OF HOUSING ASSISTANCE AND RELATED SERVICES TO LOW INCOME PERSONS WITH HIV/AIDS; ALLOCATING FUNDS THEREFOR IN THE AMOUNTS OF $204,205 (ACCOUNT #194003.590603.6860.94654) AND $3,244,060 (ACCOUNT #194004.590604.6860.94654) FROM THE 1995 AND 1996 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANTS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY CONTRACTS, AND ANY AMENDMENTS THERETO, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE PROGRAM; FURTHER, PROVIDING AN EFFECTIVE DATE FOR SAID PROGRAM FUNDING. WHEREAS, the HOPWA Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992; and WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of 1992 stipulates that the City of Miami, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government., must be the applicant for the Grant and be allocated the related funding; and WHEREAS, the City of Miami is the most populous unit of general local government in Miami EMSA and therefore responsible for this EMSA's formula allocation HOPWA Program Grant; and ATTACHMENT }, CONTAINED n t Y JU L 2 4 Resolution no, 9 7 - 5� 8 �.A 1# WHEREAS, the City of Miami's formula allocation amounts for the 1995 HOPWA Grant and 1996 HOPWA Grant are $7,268,000.00 and $8,359,000.00, respectively; and WHEREAS, in October of 1996, the City Commission, through Resolution No. 96-798 authorized the issuance of a Request for Proposals (RFP) in connection with the 1995 HOPWA Grant for not -for -profit organizations that own affordable housing to submit funding requests from the HOPWA Program for operating expenses, including resident support services, for independently living, low income persons living with HIV/AIDS; and WHEREAS, On October 31, 1996, the City issued a RFP for not -for -profit organizations that own affordable housing to submit funding requests from the HOPWA Program for operating expenses, including resident support services, for independently living, low income persons living with HIV/AIDS throughout the Dade County geographic area; and WHEREAS, in December of 1996, the City Commission, through Resolution No. 96- 914, authorized the issuance of a RFP in connection with the 1996 HOPWA Grant for not -for - profit organizations and governmental agencies to provide housing assistance and related services to low income persons living with HIV/AIDS throughout the Dade County geographic area; and WHEREAS, on December 19, 1996, the City issued a RFP in connection with the 1996 HOPWA Grant for not -for -profit organizations and governmental agencies to provide housing assistance and related services to low income persons living with HIV/AIDS throughout the Dade County Geographic area; and WHEREAS, on July 1 and 3, 1997 the City's HOPWA RFP Review Committee reviewed the proposals submitted in response to the two (2) aforementioned RFP's and recommends the agencies, as stated in Sections 2 and 3 of this Resolution, be awarded the 2 97- 518 specified funding to provide operating expenses, housing assistance and related services to low income persons with HIV/AIDS throughout the Dade County geographic area; and WHEREAS, the City Administration agrees with the City's HOPWA RFP Review Committee and recommends the agencies, as stated in Sections 2 and 3 of this Resolution, be awarded the specified funding to provide operational funding, housing assistance and related services to low income persons with HIV/AIDS throughout the Dade County Geographic area, NOW, THEREFOR, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 5. Said contract awards are hereby retroactively effective as of January 1, 1997 as a result of the delays in funding awards. Section 6. CLIENT BASED HOUSING ASSISTANCE Goal: To provide long term, client based, housing assistance to approximately 400 very low- income households, having at least one member with AIDS. Further, mandating that all assisted persons with AIDS have a case manager in order to assure that all clients assisted by HOPWA are advised of and referred to agencies providing services to which the client may be entitled or may be available to them. PROVIDER BASED HOUSING ASSISTANCE Goal: To provide long term, provider based, housing assistance to approximately 135 very low income households, having at least one member with AIDS. Further, mandating that all assisted persons with AIDS have a case manager in order to assure that all clients assisted by HOPWA are advised of and referred to agencies providing services to which the client may be entitled or may be available to them. EMERGENCY HOUSING ASSISTANCE Goal: To assist approximately 400 households having at least one member with AIDS, with financial assistance for emergency housing for up to 30 days, unless a written waiver is granted by the City for an additional period of time, not exceeding 30 days, for a total of 60 days. UTILITIES ASSISTANCE Goal: To assist approximately 800 households having at least one member of AIDS, with utilities assistance of up to $500, over a 52-week period. These costs may include deposits, initial installation/reconnection, ongoing electricity, gas, water, sewer, and basic, local telephone service. This service is limited to persons receiving HOPWA housing assistance. 97 518 ATTACHMENT DOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) GRANT SPECIAL NEEDS AND MOVING/RELOCATION ASSISTANCE Goal: 1. To assist approximately 576 low income households having at least one member with HIV/AIDS with financial assistance for any non -recurring need. Said assistance shall be limited to $250. Goal: 2. To assist approximately 240 low income households having at least one member with HIV/AIDS with financial assistance for moving expenses. Said assistance shall be limited to $200. 97- 518 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and DATE: Members of the City Commission SUBJECT: FROM ai' Marquez REFERENCES City Manager ENCLOSURES: RECOMMENDATION: 25 JU! ! 7 FILE Resolution Authorizing Contracts and Funding for Various Agencies Related to HOPWA 1995 & 1996 City Commission Agenda Item It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to execute a Memorandum of Agreement (MOA) with Agape Women's Center/South Florida Jail Ministries, Better Way of Miami, Center for Haitian Studies, Christian Community'Service Agency, Dade County Department of Human Resources Office of Community Services, Douglas Gardens Community Mental Health Center, Economic Opportunity Family Health Center, Haitian American Foundation, Lock Towns Community Mental Health Center, and Shelbourne Apartment Building, for the provision of housing assistance and housing related services to very low income persons with AIDS, in connection with the 1995 and 1996 Housing Opportunities for Persons With AIDS (HOPWA) Program Grants. Funding is being provided from the U.S. Department of Housing and Urban Development (HUD) fiscal year 1995 and 1996 HOPWA Program Grants. BACKGROUND: The HOPWA RFP (Request for Proposals) Review Committee and the Department of Community Development respectfully recommend that the City Commission adopt the attached resolution, authorizing the City manager to execute a Memorandum of Agreement with Agape Women's Center/South Florida Jail Ministries, Better Way of Miami, Center for Haitian Studies, Christian Community Service Agency, Dade County Department of Human Resources Office of Community Services, Douglas Gardens Community Mental Health Center, Economic Opportunity Family Health Center, Haitian American Foundation, Lock Towns Community Mental Health Center, and Shelbourne Apartment Building, for the provision of housing assistance and housing related services to very low income persons with AIDS, in connection with the 1995 and 1996 Housing Opportunities for Persons With AIDS (HOPWA) Program Grants, and allocate funding therefor from the City's fiscal year 1995 and 1996 HOPWA Program Grants from HUD. The Housing Opportunities for Persons With AIDS (HOPWA) Program Grant was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992. More specifically, Section 606(d)(2) stipulates that the City, being the most populous 9 7- 518 Honorable Mayor and Members of the City Commission Page 2 unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government, must be the applicant for the HOPWA Program Grant and be allocated the related funding. Beginning with HOPWA fiscal year 1993, the City of Miami has been allocated the HOPWA funds for our EMSA, which includes Dade County, and the cities of Hialeah, Miami, and Miami Beach. In March of 1996, the City Commission authorized the City Manager to • submit the 1996 Consolidated Plan, which includes the 1996 HOPWA Program Grant, HUD, through Resolution No. 96-208. Funds to be received pursuant to the 1996 Consolidated Plan were appropriated by the City Commission in April, 1996, through Ordinance No. 11355. In September, 1996, the City Commission revised the HOPWA Plan through Resolution No. 96-681. In October of 1996, through Resolution No. 96-798, the. City Commission authorized the issuance of a Request for Proposals (RFP) to assist not -for -profit agencies with operating expenses for independent living units which they, owned and which would be rented to very low income persons . with HIV/AIDS in connection with the 1995 HOPWA Program. Additionally, through Resolution No. 96-798, the City Commission appointed a 5-member RFP Review Committee to review and make recommendations on responses to RFPs issued for HOPWA funding. Further, in December, 1996, through Resolution No. 96-914, the City Commission authorized the issuance of a Request for Proposals (RFP) seeking not -for -profit and governmental agencies to provide housing and related services to low income persons living with HIV/AIDS in connection with the 1996 HOPWA Program. The recommendations of the HOPWA RFP Review Committee are stated below and are in line with the 1995 HOPWA Plan.
