CITY OF MIAMI
COMMISSION MEMORANDUM
To: Mayor Joe Carollo and
Members of the City Commission
From: Edward M q
City Manage
July 24, 1997
Subject: Authorization to Issue a Request for Proposals for Garbage and Trash
Collection
Administrative Recommendation
The Administration recommends that the Mayor and City Commission adopt the
resolution authorizing the issuance of this request for proposals.
Background
Included in the Five Year Plan for the City is an expectation of a reduction of $1.1
million in the cost associated with garbage and trash collection services beginning next
fiscal year. To achieve these savings, the City is working on two parallel tracks. The first
option is to achieve this $1.1 million through bargaining with our employees about
changes in work rules, staffing and routes. The City has committed to the employees that
if this level of savings can be achieved, the service will not be outsourced for next fiscal
year. The second track is to receive proposals from the private sector for the provision of
these services. This is what this RFP is about.
The requirements in this request for proposals include a requirement for the private firm
to offer employment to our employees at the private sector wage and benefit levels for
this service. The City will also provide a list of our equipment for the private sector to bid
on in the RFP. The request anticipates that the City will be divided into two sectors for
the provision of this service to increase competition and allow for more than one vendor
to serve the City. Additionally, the service of street sweeping and litter collection is not
included in this RFP and it is anticipated that the City will maintain a crew for this
service.
