HomeMy WebLinkAboutR-97-0515J-97-519 7/17/97 RESOLUTION NO. 97- 515 A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS, IN SUBSTANTIALLY THE ATTACHED FORM, FOR THE PURPOSE OF SEEKING QUALIFIED FIRMS TO PROVIDE GARBAGE AND TRASH COLLECTION SERVICES TO THE CITY OF MIAMI, SAID PROPOSALS TO BE PRESENTED TO THE CITY COMMISSION FOR REVIEW AND APPROVAL. WHEREAS, the approved Five Year Plan for the City of Miami includes an expectation of savings of at least $1 .1 million from the Solid Waste Department for .the 1997/1998 Fiscal Year; and WHEREAS, such savings can be achieved through negotiation with employees or through outsourcing the service to the private sector; and WHEREAS, proposals from the private sector will provide options for the city in the event that negotiation do not achieve the desired level of savings; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to issue a Request for Proposals, in substantially the attached form, for the purpose of seeking qualified firms to CITY COMESSION MEETING OF JUL 2 4 1997 eteaolution Na 9'7- 515 11] provide garbage and trash collection services to the City of Miami, and to present said qualified proposals to the City Commission for review and approval. Background Included in the Five Year Plan for the City is an expectation of a reduction of $1.1 million in the cost associated with garbage and trash collection services beginning next fiscal year. To achieve these savings, the City is working on two parallel tracks. The first option is to achieve this $1.1 million through bargaining with our employees about changes in work rules, staffing and routes. The City has committed to the employees that if this level of savings can be achieved, the service will not be outsourced for next fiscal year. The second track is to receive proposals from the private sector for the provision of these services. This is what this RFP is about. The requirements in this request for proposals include a requirement for the private firm to offer employment to our employees at the private sector wage and benefit levels for this service. The City will also provide a list of our equipment for the private sector to bid on in the RFP. The request anticipates that the City will be divided into two sectors for the provision of this service to increase competition and allow for more than one vendor to serve the City. Additionally, the service of street sweeping and litter collection is not included in this RFP and it is anticipated that the City will maintain a crew for this service. 97- 515 1
