RESOLUTION NO. '
A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FROM
ACCOUNT CODE NO. 210301, IN THE AMOUNT OF $2,500.00, TO
THE COMMITTEE ON BEAUTIFICATION AND ENVIRONMENT,
ACCOUNT CODE NO. 920801, FOR THE PURPOSE OF ASSISTING
SAID COMMITTEE IN TREE PLANTING AND OTHER
BEAUTIFICATION AND ENVIRONMENTAL PROJECTS WITHIN THE
CITY OF MIAMI; FURTHER DIRECTING THE CITY MANAGER TO
MAKE PART TIME STAFF AVAILABLE TO SAID COMMITTEE;
STIPULATING THAT THE FIRST $10,000.000 RECEIVED FROM
PRIVATE DONATIONS IN CONNECTION WITH ZONING
APPLICATIONS BE ALLOCATED TO SAID ACCOUNT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The transfer of funds from Account Code No. 210301, in the amount of
$2,500.99, to The Committee On Beautification and Environment, Account Code No. 920801, for
the purpose of assisting said Committee in tree planting and other beautification and environmental
projects within the City of Miami
Section 3. The City Manager is hereby directed to make part-time staff available to said
Committee.
Section 4. It is hereby further stipulated that the first $10,000.00 received from private
donations in connection with zoning applications be allocated to said account.
Section 5. This Resolution shall become effective immediately upon its adoption.

1997 PLANTING PROJECTS
June 21, 1997 - We will complete what has been a multi -year, massive planting of
flowering trees at the juncture of I-395 and I-95 that morning. Bombax Ceiba, Jacaranda
and Caesalpinia pulcherima (yellow flowering) trees will be planted in the last quadrant
of an area that we started landscaping' in 1992 with a large planting of Chorisia
speciosa (Silk Floss), and continued last summer with a planting of Delonix regia
(Poinciana) and additional Chorisia trees. With completion of this year's project, we
will have planted tropical flowering trees that provide color, cleaner and cooler air,
and beauty at all times of the year to a blighted area of downtown.
To get to this site, you must be on f-95 South and then take the exit for I-395
East (the expressway that becomes the McArthur Causeway). When you are on the exit
ramp from I-95 South to I-395 East, you will, see an opening where you can turn off to
the right into the area.where Chorisia trees were planted. We will be working in the
adjacent area.
Special "thank yous" are extended to the Miami Herald for sponsoring this
planting, and to Larry Schokman for helping design this project. This planting will be
dedicated to the memory of Willis Harding, Jr., who died in a traffic fatality in April.
He was the eldest son of one of our most dedicated volunteers, Willis Harding.
July 19, 1997 - Working with the Federation of Garden Clubs, we intend to do a
significant addition to the landscape of Margaret Pace Park, the large park on Biscayne
Bay just to the north of the Omni mall and the Biscayne Bay Marriot Hotel. This project
will feature a large number of special Coconut Palms that are immune to the lethal
yellowing disease, a maritime hammock*area of native trees, and some Poincianas (Delonix
regia) and other flowering trees for accents. We also will include Albezia caribea as
an accent plant. This is the large, spreading tree seen at Fairchild Garden near the
vine pergola that is now illuminated at night.
August 16, 1997 - We will install several small plantings this morning, including a
planting of Dombeya sp. `Seminole' (a tough, but extraordinarily beautiful shrub from
Madagascar)., some oak trees in conjunction with the Glendale Baptist Church, and an
assortment of trees to assist a group of citizens who live in the Roads area of Miami
and want to improve the environment.
We will meet that morning by the Poinciana trees that we planted three years ago
at the south end of I-95 South, right before it merges into USI. Incidentally,•I hope
that you have seen those trees lately as they are starting to bloom and the grafted,
yellow -flowering ones are magnificent) .
September 13, 1997 - Working with the Dade Heritage Trust, we are helping to restore the
Miami Cemetery located on NE 2nd Avenue at approximately 18 Street. This now forlorn
site was once a botanical garden, and that -morning we will restore some of the botanical
and environmental value, as well as beauty, that was once present at this location.
Special thanks are extended to George Childs for his work in developing the landscaping
plan for this site, and for assistance from Wally Bray and Gary Hunt. We will primarily
be planting specimen trees of rare and unusual species, both native and,exotic.
General - All planting projects are on Saturdays and commence at 8:30 a.m. During the
week prior to each project, those who have registered to help will be sent an additional
mailing with final details and information about the project. The holes will be dug in
advance, and mulch, dirt, trees and refreshments will be available at the sites.
Please call 789-7401 to register to participate in one or more of these planting
projects. Your assistance is needed and appreciated, and you will be part of a major
volunteer effort to improve the environment and beautify Miami. If you have any
additional questions, please call Steve Pearson at 859-9455.

LOYAL POINCIANA FIESTA
June 25, 1997
Dear Mr. Marquez:
As Vice -Chairman of the City of Miami Beautification Committee and Chairman of
the Royal Poinciana Fiesta for the past eight years and Co-chairman for two years before
that, I am writing to appeal to- you to facilitate the restoration of funding -to the
Beautification Committee. Such appropriations are necessary for us to continue our work.
The Royal Poinciana Fiesta itself realistically has a budget of $25,000 and the need
of a full-time administrator to run both it and the other functions of the overall Committee.
We have persevered for the past two years on reserves from past funding and appeals to
the community at large. But this cannot go on.
Enclosed find information about the Fiesta, its history and that of the tree for
which it was named. In addition, find notices of Fiesta events and the media coverage it
have received. The tree plantings bring beauty, shade and cleaner air to public spaces.
The Fiesta, which this year attracted 1,800 people to its events two weekends ago, is a
source of civic pride and a tourist attraction of immense proportions, whose potential has
only begun to be tapped.
The Royal Poinciana Fiesta was begun 60 years ago. Its history is intimately
related to the that of the City of Miami. Over the years, volunteers have spent
innumerable hours making this a very special event. I hope you can help us make sure that
the City continues funding the Committee and provides a paid staff person to help us in
our endeavors.
