A RESOLUTION, BY A FOUR -FIFTHS (4/5THS
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, AFTER A DULY ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING' AND CONFIRMING
THE CITY MANAGER'S FINDING OF AN EMERGENCY,
WAIVING THE REQUIREMENTS FOR COMPETITIVE
SEALED BIDS AND APPROVING THE RENOVATIONS FOR
THREE POOLS LOCATED AT THE HADLEY, RANGE AND
VIRRICK PARKS BY ALL FLORIDA POOL & SPA
CENTER, IN THE AMOUNT OF $7,100.00;
ALLOCATING FUNDS THEREFOR FROM CAPITAL
IMPROVEMENT PROJECT NOS. 331391, 331388, AND
331316.
WHEREAS, the Department of Public Works advised the
Department of Parks and Recreation that the three (3) swimming
pools located at Hadley, Range, and Virrick Parks had minor
cracks that required repairs prior to the opening of the Summer
Recreation Program which commenced on June 16, 1997; and
WHEREAS, said repairs would ensure the proper operation of
the pools and the prevention of water leaks and loss of
chemicals; and
WHEREAS, the swimming aspect of the Summer Program is,
without a doubt, one of the most popular activities for children;
and
WHEREAS, the Parks and Recreation Department with the
assistance of the Public Works Department, contacted three (3)
companies to obtain informal quotes for the needed renovations,

and found All Florida Pool & Spa Center to be the lowest most
responsible bidder to perform the -needed work; and
WHEREAS, the City Manager has made a written finding that
the renovations of the pools constituted a valid public emergency
so that the pools could be operational by the commencement of the
Summer Recreational Program on June 16, 1997;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Managers finding of an emergency,
waiving of the requirements for competitive sealed bids and
approving the renovations for three pools located at the Hadley,
Range and Virrick Parks'by All Florida Pool & Spa Center, in the
amount of $7, 100. 00, is hereby ratified, approved and confirmed,
with funds therefor hereby allocated from Capital Improvement
Project Nos. 331391, 331388, and 331316.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said renovations.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution,
after a duly advertised public hearing, ratifying, approving and confirming the City
Manager's finding of a valid . public emergency and his action to approve. the
recommendation to proceed on an emergency basis to perform the necessary renovation
work on three (3) pools (Hadley, Range, and Virrick), in a total amount of $7,100 with
funds allocated therefore from Capital Improvement Project Nos. 331391, 331388, and
331316.
BACKGROUND:
The Department of Parks and Recreation with the assistance of the Department of Public
Works determined that three (3) swimming pools (Hadley, Range, and Virrick) had minor
cracks that should be repaired prior to opening them for the Summer Recreation Program
which commenced on June 16, 1997..
The swimming aspect of the City's Summer Recreation Program is one of the most
popular activities for children. Due to the fact that the aforementioned repairs needed to
be completed before the pools opened on June 16, 1997, three (3) companies were
contacted to obtain informal quotes for the needed renovations. All Florida Pool & Spa
Center was the lowest, most responsive and responsible bidder to perform the needed
work for all three (3) pools.
It is respectfully recommended that the City Commission adopt the attached Resolution
ratifying, approving, and confirming the City Manager's finding of a valid public
emergency and his action to approve the recommendation to proceed on an emergency
basis to perform the necessary renovation work on the three (3) pools (Hadley, Range,
and Virrick) in a total amount of $7,100.
Community Development Block Grant Funds allocated in Capital Improvement Project
Nos. 331391, 331388, and 331316 were used to cover the cost of repairs.

The Public Hearing has been scheduled for July 24, 1997.

PLEASE TAKE ALL NOTICE THAT a public hearing will be held by the City
Commission of the City of Miami, Florida, on July 24, 1997 at 9:00 a.m. in the City
Commission Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, to ratify
approve and confirm the City Manager's finding of a valid public emergency and his
action to approve the recommendation to proceed on an emergency basis to perform the
necessary renovation work on three (3) pools (Hadley, Range, and Virrick) in a total
amount of $7,100.
All interested persons are invited to appear and may be heard concerning this matter.
Should any person desire to appeal any decision of the City Commission with respect to
any matter considered at this.hearing, that person shall ensure that a verbatim record of
the proceedings is made, including all testimony and evidence upon which any appeal
may be based.
