HomeMy WebLinkAboutR-97-0502J-97-493 7/16/97 t, RESOLUTION N0.9 I�y — 502 2 A RESOLUTION ACCEPTING A DONATION FOR THE PROVISION OF PROFESSIONAL SERVICES FROM KENNETH TREISTER AND RICHARD SCHUSTER, WITH ASSISTANCE FROM THE NEW WORLD CENTER FOR THE ARTS, FOR THE PREPARATION OF AN OVERALL PARK IMPROVEMENT PLAN AND SCHEMATIC DESIGN DRAWINGS FOR A NEW COMMUNITY CENTER AT ELIZABETH VIRRICK PARK; AUTHORIZING THE CITY MANAGER TO REIMBURSE MR. TREISTER AND MR. SCHUSTER, IN AN AMOUNT NOT TO EXCEED $2,000.00, FOR EXPENSES INCURRED IN THE PERFORMANCE OF SAID DONATED SERVICES; AND FURTHER ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENT PROJECT NO. 331316 FOR SAID EXPENSES. WHEREAS, Mr. Kenneth Treister and Mr. Richard Schuster, with assistance from the New World Center for the Arts, wish to donate their professional services as consultants for the preparation of an overall park improvement plan and schematic design drawings for a new community center at Elizabeth Virrick Park; and WHEREAS, Mr. Treister and Mr. Schuster have the professional qualifications required to assist the City as well as a personal commitment to the West Grove community, the memory of Elizabeth Virrick, and Father Theodore Gibson, who worked with Mr. Treister in 1963 designing the park; and WHEREAS, in the performances of said professional services, Mr. Treister and Mr. Schuster will be incurring expenses such as CITY CONWSSION MEETING OF JU L 2 4 1997 Reeolutlon tlo. • • postage, courier service, reproduction of drawings, presentation packages, and renderings; and WHEREAS, it is customary for consultants to be reimbursed for such expenses in the performance of their work; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings .contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. A donation for the provision of professional services from Kenneth Treister and Richard Schuster, with assistance from the New World Center for the Arts, for the preparation of an overall park improvement plan and schematic design drawings for a new community center at Elizabeth Virrick Park, is hereby accepted. Section 3. The City Manager is hereby authorized to reimburse Mr. Treister and Mr. Schuster, in an amount not to exceed $2,000.00, for expenses incurred in the performance of said donated services, with funds therefor hereby allocated from Capital Improvement Project No. 331316 for said expenses. - 2 - 97- 502 Section 4. S, III CITY A T Y W1740:BSS - 3 - ' - 5U2 Gam" 1P CITY OF MIAMI, FLORIDACA=8 INTER -OFFICE MEMORANDUM TO Honorable Mayor and Members of the City Commission FROM: 4wd Marquez City Manager cal RECOMMENDATION: DATE SUBJECT: REFERENCES: JUL I 7 I`;9 ; FILE Resolution Accepting Donation of Professional Services/Virrick Park ENCLOSUREsProposed Resolution It is respectfully recommended that the City Commission adopt the attached Resolution accepting the donation of professional architectural services from Mr. Kenneth Treister and Mr. Richard Schuster with assistance from the New World Center for the Arts, for the preparation of an overall park improvement plan and schematic design drawings for a new community center at Elizabeth Virrick Park. The Resolution also requests the authorization to reimburse Mr. Treister and Mr. Schuster for expenses incurred in the performance of their donated service, from funds allocated in Capital Improvement Project 331316. BACKGROUND: The Parks and Recreation Department determined, through meetings with neighborhood residents, that a need existed for certain improvements in Virrick Park. Foremost among the needed improvements was the renovation 'of the "shelters" and the construction of a new community center. Since the "shelters" were originally designed by Coconut Grove architect, Kenneth Treister, he was consulted regarding the needed renovations. Mr. Treister met with the neighborhood residents and agreed to offer his services, without fee, to prepare an overall park improvement plan as well as a schematic design for a new community center. Community Development Block Grant (CDBG) funds have been obtained to 'cover the cost of these improvements as well as to reimburse Mr. Treister for expenses related to the donated services. Expenses incurred by Mr. Treister and/or Mr. Schuster will be subject to prior approval from the Department of Parks and Recreation and will not exceed $2,000. These expenses may include the cost of reproduction of plans, community presentation materials, boards, renderings, etc. 97 592, �
