RESOLUTION NO. 9 7 r 492
A RESOLUTION DIRECTING THE CITY MANAGER TO
CONTINUE THE WEEKLY CURBSIDE RECYCLING
PROGRAM AND TO KEEP THE CITY SWIMMING POOLS
OPENED; FURTHER DIRECTING THE CITY MANAGER TO
PREPARE AMENDMENTS TO THE FIVE YEAR PLAN
REFLECTING THE REALLOCATION OF FUNDS FOR SAID
PURPOSE AND PRESENT SAME TO THE CITY
COMMISSION FOR ITS REVIEW AND APPROVAL.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby directed to
continue the weekly curbside recycling program and to keep the
City swimming pools opened.
Section 2. The City Manager is further directed to
prepare amendments to the Five Year Plan reflecting the
reallocation of funds for said purpose and to present same to the
City Commission for its review and approval.
Section 3. This Resolution shall become effective
immediately upon its adoption.

Words cannot describe the deep appreciation all the supporters of Miami Citizens
for Recycling feel for the leadership role you took last night in the curbside recycling
issue.
We are enclosing a letter to the City Manager requesting that our second appearance
before the Commission, scheduled for July 10, 1997 be set at 6:00 P.M. As we have
explained to Mr. Marquez, we will again have a large turn out including children.
Your continued assistance with this issue would be greatly appreciated. A memo
from you to the Manager requesting this specific time setting would be a major help.
If you could fax us your memo to the fax number above we would appreciate it.

Dear Mr. Marquez:
This letter will confirm the City Commissions's resolution last night wherein it was
decided that Miami Citizens for Recycling will appear before the Commission on July 10,
1997 to discuss alternatives for preserving the City's Curbside Recycling Program. The
City will produce a report analyzing financial alternatives for this program on July 5,
1997.
I would like to request that our appearance on July the loth be set for 6:00
P.M. We will again have numerous children in attendance. Our turn out should be even
larger if it doesn't rain! Your assistance in this matter would be greatly appreciated.
I look forward to seeing you this Friday when we meet with City Staff to devise a
proposal. Thanks to you and your staff for your assistance on this issue. Please confirm
whether we can count on the 6:00 P.M. time.

As directed, administration and Solid Waste staff have held meetings with various citizen
groups and researched alternative programs and funding sources for a citywide curbside
recycling program. As you know, the approved Five Year Plan included a projected
savings of $817,000 in the Solid Waste Department by replacing our curbside program
with a drop-off program. Our meetings with concerned citizen groups, however,
concluded with the citizens indicating that they were interested only in a waddy curbside
program. T hexefore, we are prwriding several funding options for your consideration at
the July 10, 1997 City ConurAssion meeting.
Solid Waste has developed the attached one year proposed budget, anticipating the
takeover by Bedminster Seacor Services Miami Corp_ next year. It reduces labor and
operating expenses by using temporary staff as laborers and leasing larger equipment on a
short term basis that will provide for higher collection capacity and a reduced number of
routes. This proposal includes appl}iag the anticipated State of Florida Recycling and
Education Grant funds for FY'98, in the amount of $160,000, and revenue of
approximately $15,000 from the sale of old recycling equipment, leaving an unfunded
balance of approximately $360,000.
REA]LLOCATYON OF RESOURCES
In order to fund this program, Aithout additional revenue, a reallocation of resources
would be required.. I do not recommend this because our recovery plan contained
priorities which were exclusive of residential recycliva;g, An evaluation of this playa
would require a major reevaluation of programs and activities to identify the funds
heeded to maintain curbside recycling.
RAISING THE SOLID WASTE FEE
A second alternative funding source for a citywide program would be an additional Solid
Waste fee for recycling. Based upon the unfunded requirement of $360,000 and our
service to approximately 65,000 residential units, the additional cost per household, per
year would be approximately $6.00.

The third alternative funding would be based upon the results of it citywide Straw Ballot
to determine resident opinion regarding the payoaent of a recycling fee. Ttte decision
from this Straw Ballot could be on a citywide basis or on a NET district basis, If the
decision is to be made on a citywide basis, the results of this poll would be indicative of
the desire of the residents and, if approved., be instituted at an increased cost on the Solid
Waste bill of $6.00. •
If the Straw Ballot is to be determined on a neighborhood (NET office) basis, thc;
residents in these Areas will decide if they wish to have a curbside recycling program at a
cost of approximately $6.00 annually. These costs can vary due to the density of the area
and the participation rate of the area.
Should the City Commission decide to conduct a Straw Ballot as described in November,
we would require your direction to identify approximately S30,000 in, funds to cover the
cost of the program antil the Novcmber elections. Should electorate approve paying for
participation, these funds would be recovered in the billings.
