A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
METROPOLITAN DADE COUNTY HOUSING AGENCY (MDHA),
ALLOCATING THE AMOUNT OF EIGHTY-THREE THOUSAND
DOLLARS ($83,000.00), FROM THE FISCAL YEAR 1996
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
(HOPWA) PROGRAM GRANT FUNDS TO MDHA; SAID
FUNDING FOR THE PROVISION OF HOUSING QUALITY
STANDARDS INSPECTIONS REQUIRED BY U. S. HUD, IN
CONNECTION WITH HOUSING ASSISTANCE FOR LOW
INCOME PERSONS WITH AIDS PROVIDED BY THE HOPWA
PROGRAM GRANT.
WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program
was created under the AIDS Housing Opportunity Act, and revised under the Housing and
Community Development Act of. 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of
1992 stipulates that the City of Miami, being the most populous unit of general local
government in an eligible metropolitan statistical area (EMSA), not including county
government, must be the applicant for the HOPWA Grant and be 'allocated the related
funding; and
WHEREAS, in April, 1996, the City of Miami submitted a Consolidated Plan to the
U.S. Department of Housing and Urban Development (HUD) for funding the

Community Development Block Grant (CDBG), HOPWA, Home Investment Partnerships
(HOME), and Emergency Shelter Grant (ESG) Programs from fiscal year 1996 federal
funding; and
WHEREAS, in March, 1996, the City Commission, pursuant to Ordinance No.
11355, established a special revenue fund entitled "Housing Opportunities for Persons
With AIDS (HOPWA) Grant Program FY 1996", and appropriated $8,359,000 from U. S.
HUD funding for the implementation and administration of the 1996 HOPWA Program; and
WHEREAS, in September, 1996, pursuant to Resolution No. 96-681, the City
Commission revised the 1996 HOPWA Program Plan; and
WHEREAS, the City Administration supports the award of $83,000.00 to
Metropolitan Dade County Housing Agency (MDHA) for the provision of professional
services, specifically, housing quality standards (HQS) inspections, in connection with the
1996 HOPWA Program Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAM1, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are herieeby adopted by reference thereto and incorporated herein as if fully set forth in this

Section 2. The City Manager is hereby authorized' to execute a professional
services agreement, with Metropolitan Dade County Housing Agency (MDHA), which is
hereby allocated the amount of Eighty -Three Thousand Dollars ($83,000.00), from Fiscal
Year 1996 HOPWA Program Grant funds, for the provision of housing quality standards
(HQS) inspections, as required by U.S. HUD.

It is respectfully recommended that the City Commission adopt the attached resolution,
authorizing the City Manager to execute a Memorandum of Agreement (MOA) with the
Metropolitan Dade County Housing Agency (MDHA), for the provision of U.S. Department of
Housing and Urban Development (HUD) required housing quality standards (HQS) inspections,
in connection with the 1996 Housing Opportunities for Persons With AIDS (HOPWA) Program
Grant, in the amount of $83,000.00. Funding for these services is being provided by HUD from
the fiscal year 1996 HOPWA Program Grant.
BACKGROUND:
The Department of Community Development respectfully recommends that the City
Commission adopt the attached resolution authorizing the City Manager to execute a
Memorandum of Agreement with the Metropolitan Dade County Housing Agency (MDHA), for
the provision of HUD -required housing quality standards (HQS) inspections, in connection with
the 1996 Housing Opportunities for Persons With AIDS Program, in the amount of $83,000.00.
Funding for these services is being provided by HUD from the fiscal year 1996 HOPWA
Program Grant.
The Housing Opportunities for Persons With AIDS (HOPWA) Program Grant was created under
the AIDS Housing Opportunity Act, and revised under the Housing and Community
Development Act of 1992. More specifically, Section 606(d)(2) stipulates that the City, being
the most populous unit of general local government in an eligible metropolitan statistical area
(EMSA), not including county government, must be the applicant for the HOPWA Program
Grant and be allocated the related funding. Beginning with HOPWA fiscal year 1993, the City
of Miami has been allocated the HOPWA funds for our EMSA, which includes Dade County,
and the cities of Hialeah, Miami and Miami Beach.
In March of 1996, through Resolution No. 96-208, the City Commission authorized the City
Manager to submit the 1996 Consolidated Plan, which includes the 1996 HOPWA Program

Grant, to the U.S. Department of Housing and Urban Development (HUD). In September of
1996, through Resolution No. 96-681, the City Commission revised the HOPWA Plan, which
increased the allocation level for long-term housing assistance to $3,924,834.00.
The . $83,000.00 in funding to be awarded to Metropolitan Dade County Housing Agency
(MDHA) is based on the 1996 HOPWA program serving 925 clients with long-term housing
assistance, using an estimate of two and a half inspections needed per client/unit (an initial HQS
inspection, and annual HQS inspection and estimated re -inspections) at a rate of $35.90 per
inspection. Because the HOPWA Program is a county -wide program, the City Administration
believes it is more efficient and cost effective for the MDHA to perform the inspections because
its inspectors are radio dispatched throughout all of Dade County.

The City Administration agrees with the HOPWA Advisory Board (HAB) and support its
recommendation that Metropolitan Dade County Housing Agency be funded in the amount of
$83,000.00 to perform the HQS inspections in connection with the 1996 HOPWA Grant
Program.
City Commission ratification of the attached resolution is recommended.
