A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ACCEPT A GRANT, IN THE AMOUNT OF $8,941.00
FROM THE KELLOGG FOUNDATION FOR
IMPLEMENTATION OF AN OVERTOWN GARDENING
EXCHANGE PROGRAM; AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THE ACCEPTANCE OF SAID GRANT.
WHEREAS, the Overtown Neighborhood Partnerships Program had submitted an
application to the Kellogg Foundation , seeking grant funds for a school based diversity, economic
and scientific learning laboratory in Overtown elementary_ schools through a Gardening Exchange
Program; and
WHEREAS, said program provides an excellent alternative through gardening to teach
students scientific principles; and
WHEREAS, selected students will have an opportunity to generate money for gardening
supplies by selling their produce at consenting farmers markets and thus learn the economics of
operating a small business; and
WHEREAS, said grant will augment the implementation of the Overtown Gardening
Exchange Program which will involve Palmetto Elementary Schools gifted science students located

in South Dade and three (3) Overtown elementary schools, Paul Lawrence, Dunbar, Phillis Wheatly
and Fredrick Douglas, whereby four (4) principals, fourteen (14) teachers and approximately 420
students will benefit from this project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to accept a grant, in the amount of
$8,941.00, -the Kellogg Foundation for the implementation of the Overtown Gardening
Exchange Program.
Section 3. The City Manager is hereby authorized' to execute all necessary documents, in a
form acceptable to the City Attorney, for the acceptance of said grant.
Section 4. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
The Administration recommends that the City Commission adopt the attached resolution
accepting a grant of $8,941.00 from the Kellogg Foundation. The resolution authorizes the City
Manager to execute the agreement establishing the Overtown Gardening Exchange Program.
BACKGROUND:
The Kellog Foundation grant will be used to implement the Overtown Gardening Exchange
Program that will benefit approximately 420 students in Overtown, by teaching them scientific
principals through gardening.
The Overtown Neighborhood Partnerships Program was administratively supervised by Miami -
Dade Community College until financial concerns prompted a relinquishing of this
responsibility to the City of Miami. However, Miami -Dade Community College remains a
major partner as convener and provider of excellent opportunities for education and training to
residents of Overtown. Moreover, the City of Miami agreed to accept administrative
responsibility for the program. Its mission and objective is to engage residents and partners from
numerous sectors in the process of transforming and revitalizing the Overtown community with
the desire to become a self -sustained and an independent community.
The Overtown Gardening Exchange Program will enable one (1) school, Palmetto Elementary,
who has won many distinguished honors for their successful gardening programs to share their
experience with the three (3) elementary schools in the Overtown community. The exchange
program will teach teachers and students the following skills: 1) sharing -school to school; 2)
diversity - the benefits of living in a multicultural community and the teachers and students roles
in facilitating a greater appreciation for this diversity; 3) development of hands on science
projects at their school site; 4) team work and cooperation; 5) horticulture and ecology skills, and
6) planning and the art of enjoying the aesthetic value of flowers and plants growing before their
eyes. There will be numerous supplemental curricula used to support this learning laboratory.

The acceptance of this grant and the successful accomplishment of its purpose will open doors
for larger grants from the Kellogg Foundation and other major foundation donors.
This grant totaling $8,941.00 will become the funds that will establish an operating budget for
this project with plans to identify additional funding sources if the project expands.

Overtown Gardening Exchange Program
Background .1
The gardening exchange program will include Palmetto Elementary
school gifted science students located in Southwest Dade and Paul
Lawrence Dunbar, Phillis Wheatley and F. Douglas Elementary Schools
PK-5 student located in Overtown. Four principals, fourteen
teachers and approximately 420 students will benefit from this
project.
Palmetto Elementary School students have been gardening on their
school site for the past seven years under the direction of lead
gifted teacher Ms. Marcis Bosseler. She has found gardening to be
an excellent way to teach scientific principles. Students have been
selling their produce at the farmers market in Coral Gables to
generate money for gardening supplies and at the same time even
learning the economics of operating a small business.
The exchange will enable one school, Palmetto Elementary, who has
won many distinguished honors for their successful gardening
programs to share their experience with the three elementary
schools in the Overtewn neighborhoods. The exchange program will
teach teachers and students the following skills: sharing between
schools, facilitate a greater appreciation for the ;multi -cultural
make-up of Dade County, developing a hands-on science project on
their own school site, cooperation and team building, horticultural
and ecological skills, planning, and afford the aesthetic joy of
watching plants grow. There are many excellent curriculum materials
to supplement the learning of the science in the classroom.
The exchange program will first involve training participating
teachers in three Overtown elementary schools. The training
workshops will be conducted by Marcia Bosseler the gifted teacher
at Palmetto elementary school. Ms. Bosseler is also one of the lead
teachers working with the National Science Foundation's (NSF) Urban
Systemic Initiative (USI) national program to enhance the science
and math curricula across Dade County.
Then, participating Overtown classes will make half -day visits to
experience the active garden at Palmetto Elementary School. There,
they will be introduced to the concepts of learning through
gardening and horticulture and to participate in a workshop with
students currently involved in a working garden. Selected students
leaders from Palmetto Elementary School will then make a separate
visits to each of the three Overtown elementary schools at their
respective school sites to conduct a cooperative hands-on workshop
to assist the Overtown students with preparing their areas for
planting followed by the initial planting of their gardens.

Ms. Willette Kemp, Ms. Maria Mendoza, Ms. Freddie Davis, Ms. Sandra
Hyman and Mr. Jame Yntema.

Phillis Wheatley Elementary: 30 students from the following lead
teachers, classes in grades: pre-K-4: Ms. Maribelle Tallejas, Ms.
Josie Vermillion, Ma. Delores Martinez, Ms. Catherine Suarez, Ms.
Marie Dumerville.
Budget
A. Release time for teachers: $2400
Release rate based on standard $75.00 per full day.

The attached memo is written for your review, edit, approval, and forwarding to the City Manager
for his signature.
Due to the transition of ONP, the Kellog Foundation placed a hold on the disbursement of this
$8,941.00 until ONP was a little more certain about its future under the City of Miami's auspices.
Although there is still a cloud of uncertainty, I have convinced them to release the monies now. As
a result, they have requested a letter from a City of Miami official who holds responsibility for
administering funds, accepting funds and has the legal authority to bind and sign contracts.
According to the City Charter, that person is the City Manager.
Please know also that I have begun to write the resolution to accept the grant. I will submit it to you
for your review upon completion.

Foundation Grant to Miami -Dade to improve the quality of life in the Overtown area of Miami. I
appreciate your willingness to allow these funds to be transferred to the City of Miami who is now
in charge of running this program. As agreed upon in your letter, with the return of this check to the
Foundation, Miami -Dade has met all its fiscal and financial responsibilities for the grant and no
longer has any interest in this grant. Any fiuther actions concerning this grant are between the W.K.
Kellogg Foundation and the City of Miami.

process to officially accept the unexpended grant funds totalling $8,941.00. The City of Miami

City of Miami.
