A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO SERVE AS MEMBERS OF THE HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)
ADVISORY BOARD FOR TERMS AS DESIGNATED
HEREIN.
WHEREAS, the Housing Opportunities for Persons With AIDS
(HOPWA) Program was created under the AIDS Housing Opportunity
Act, and revised under the Housing and Community Development Act
of 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community
Development Act of 1992 stipulates that the City of Miami, being
the most populous unit of general local government in an eligible
metropolitan statistical area (EMSA), not including county
government, must be the applicant for the HOPWA Grant and be
allocated the related funding; and
WHEREAS, in July, 1996, the City Commission adopted
Ordinance No. 11379, which created the Housing Opportunities for
Persons with AIDS (HOPWA) Advisory Board (HAB) and the HOPWA
Request for Proposals ("RFP") Review Committee; and
WHEREAS, in December, 1996, the City Administration
advertised that persons wishing to assist the City in deciding
how to best utilize future funding from the HOPWA Program to
assist persons with HIV/AIDS, should send a letter requesting an
application to each person making said request; and

WHEREAS, the original deadline for applications to be
received by the City for appointment to the HAB was January 21,
1997; however it was subsequently extended to February 18, 1997;
and
WHEREAS, on March 10, 1997, the Metropolitan Dade County
Elections Department confirmed that each of those applying for
appointment to the HAB is an elector of Dade County, the eligible
metropolitan statistical area (EMSA); and
WHEREAS, the City Administration has advertised at least ten
(10) days prior to May 8, 1997, and has made available to the
public, the list of applicants' names who have applied to be
appointed to the HAB, the category of appointment for which each
has applied, and their individual statements of qualifications;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following individuals are hereby
appointed as members of the Housing Opportunities for Persons
with AIDS (HOPWA) Advisory Board (HAB), each member to serve a
one year term or until his/her successor in office is appointed:

It is respectfully recommended that eight (8) members and one (1) alternate member be appointed
to the City of Miami Housing Opportunities for Persons With AIDS (HOPWA) Advisory Board
(HAB), by the City Commission, based on the names of qualified persons who have applied for
appointment to the HAB, and whose qualifications have been submitted to the City Clerk.
BACKGROUND:
The Department of Community Development respectfully recommends that eight (8) members
and one (1) alternate member be appointed to the City of Miami Housing Opportunities for
Persons With AIDS (HOPWA) Advisory Board (HAB), by the City Commission, based on the
names of qualified persons who have applied for appointment to the HAB, and whose
qualifications have been submitted to the City Clerk.
The Housing Opportunities for Persons With AIDS (HOPWA) Grant Program was created under
the AIDS Housing Opportunity Act, and revised under the Housing and Community Development
Act of 1992. Beginning with HOPWA fiscal year 1993, the City of Miami has been allocated the
HOPWA funds for our EMSA, which includes Dade County, and the cities of Hialeah, Miami,
and Miami Beach. In July of 1996, the City Commission adopted Ordinance No. 11379, which
created the HOPWA Advisory Board (HAB). The City advertised in December 1996 and in
January 1997 for applicants desiring to be appointed to the HAB. Interested persons who
submitted their applications and qualifications statement by the February 18, 1997, were
considered.
The one absolute requirement for someone to be appointed to the HAB is that the individual be an
elector of the EMSA (eligible metropolitan statistical area, i.e., geographic Dade County). All
individuals who applied were verified to be electors of Dade County by the Metropolitan Dade
County Elections Department.

Additionally, the City of Miami must also appoint a representative. Frank Castaneda, Community
Development Coordinator, is hereby submitted as the Administration's recommended appointee
to the HAB. It is the HAB's recommendation that the City name an alternate appointee to the
HAB, in case the representative cannot attend a HAB meeting. Whereas, an alternate appointee is
not a requirement of Ordinance No. 11379, the Administration recommends Jeffery B. Hepburn,
Assistant Director of the City's Department of Community Development, be the City's alternate
appointee to the HAB.

person can only be appointed under one (1) HAB category.
