A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE INDIVIDUAL AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH SEVEN (7)
COMMUNITY BASED ORGANIZATIONS, AS HEREIN
SPECIFIED, FOR THE PURPOSE OF IMPLEMENTING
ECONOMIC DEVELOPMENT PROGRAMS; ALLOCATING
FUNDS THEREFOR, FROM THE TWENTY-THIRD (23�)
YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
INCENTIVE FUND ($493,850), CDBG PROGRAM INCOME
($8,150), AND PREVIOUSLY ALLOCATED FUNDS FROM
THE TWENTY-THIRD YEAR (23rd) YEAR CDBG PROGRAM
($30,900); FURTHER ESTABLISHING A RESERVE FUND, IN
THE AMOUNT OF $53,290, CONSISTING OF A TEN
PERCENT FUNDING REDUCTION FROM THE
HEREINABOVE CBO'S ALLOCATIONS, FOR THE PURPOSE
OF IMPLEMENTING ECONOMIC DEVELOPMENT
PROGRAMS IN THE MODEL CITY AND WYNWOOD
AREAS, AS FURTHER SPECIFIED HEREIN.
WHEREAS, the City Commission is committed to economic development and the
expansion of trade and commerce; and
WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of
Miami is an important part of the City's economic development strategy; and
WHEREAS, the City Commission is desirous of continuing the neighborhood economic
development program and funds are available from the Twenty-third (23`d) Year Community

Development Block Grant Incentive Fund, CDBG Program Income, and previously allocated
funds from the Twenty-third (23rd) Year CDBG Program, for such a purpose; and
WHEREAS, pursuant to Ordinance No. 11477, adopted April 10, 1997, the City
Commission adopted the report entitled "Community Development Consolidated Plan 1997 -
1998," which report sets forth projected uses of funds for the Twenty-third (23`d) Year
Community Development Block Grant (CDBG) Program; and
WHEREAS, pursuant to Resolution No. 97-169, adopted March 20, 1997, the City
Commission further accepted the Administration's recommendations in connection with the
proposed allocation of funds to be specifically allocated to designated Community Based
Organizations, Miami Capital Development, Inc. and the Latin Chamber of Commerce; and
WHEREAS, the City Commission desires to reduce the $532,900 CBO allocations by ten
percent (10%) to establish a reserve fund for the implementation of economic development
programs in the Model City and Wynwood neighborhoods; and
WHEREAS, at such time as alternate funding sources are identified, in an amount of
$50,000 each for the Model City and Wynwood areas, the ten percent (10%) reductions will be
restored to each of the seven CBO's;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.

Section 2. The City manager is hereby authorized' to execute agreements, in a form
acceptable to the City Attorney, with seven (7) economic development corporations, for the
purpose of implementing economic development programs, with funds therefor hereby allocated
from the Twenty-third (23'd) Year Community Development Block Grant Incentive Fund
($493,850), CDBG Program Income ($8,150), and previously allocated funds from the Twenty-
third (23rd) Year CDBG Program ($30,900) as follows:

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing the City Manager to execute individual contracts with seven (7) neighborhood
economic development organizations, for the fiscal year 1997 - 1998 contract period to be funded
from Twenty-third (23`d) Year Community Development Block Grant Funds and CDBG Program
Income.

Pursuant to Resolution No. 97-169, adopted by the City Commission at the meeting of March 20,
1997, $1,375,000.00 was allocated for economic development area funding and incentive plan,
Miami Capital Development, Inc. and Latin Chamber of Commerce of the U.S.A.. The
Community Development Department (CD) is hereby requesting authorization to enter into
individual contracts with seven (7) Community Based Organizations (CBOs), for fiscal year
1997 - 1998, beginning July 1, 1997 through June 30, 1998.
Community Based Organizations are CDBG funded in order to carry out two (2) major activities:
To implement the Commercial Facade Program, an area benefit activity qualifying
under the National Objective of benefiting low and moderate (L/M) income persons
(570.202(a)3).
To provide technical assistance to for -profit businesses a ,Lob creation/retention and area
benefit activity under the national Objective of benefiting Low and Moderate (L/M)
income persons 570.203(b).
The CBOs also provide neighborhood outreach services to the local business community. These
services include, but are not limited to, business recruitment, marketing and promotion, referral
service to other federal and county programs that are aimed at economic revitalization, and
business retention assistance and/or opportunities.

Based on monitoring visits and performance evaluations, .the Community Development
Department is recommending and requesting authorization to enter into individual contracts with
the following seven (7) agencies for the herein specified amounts. Contract amounts for the
CBOs have been calculated from a bas}c $50,000.00 a year plus incentives to reward over-
achievement as recommended by the U.S. Department of -Housing and Urban Development
(HUD) and their consultants, TONYA, Inc.
In the case of Little Havana Development Authority, Inc. (LHDA), on November 18, 1993, the
City Commission passed Resolution No. 93-732, expanding the boundaries of the Little Havana
Community Development target area. Therefore, LHDA's basic grant was increased to
$100,000.00 in order for the agency to provide services in the expanded target area.
In addition, on March 20, 1997, by Resolution No. 97-169, the City Commission increased the
base funding for the Small Business Opportunity Center (SBOC) from $50,000.00 to $75,000.00
and for LHDA from $100,000.00 to $105,900.00.
According to HUD's CFR 570.503(B)(7), Agreement with SUBRECIPIENTS, the City may
impose certain corrective actions against SUBRECIPIENTS which fail to comply with
Contractual Program Objectives. The City Commission, at its meeting of April 2, 1997, directed
the Administration not to fund any of the CBOs that did not fulfill their contractual
commitments. Please 'note, that St. John Community Development Corporation, Inc. was
awarded $50,250.00 as per Resolution #97-169 adopted on March 20, 1997, prior to staff
recommendations.
Listed below, please find those CBOs which have met the City's Contracted Program Objectives
and therefore, are recommended for funding:

During the last contract period, the economic development agencies received training and project
assistance. The Community Based Organizations also participated in the City-wide Commercial
Facade Program to provide exterior facade improvements to businesses within the eight (8)
neighborhood target areas.
The Community Development Department will continue to closely monitor the agencies and
should be able to assist the CBOs in improving their performance at a neighborhood level.
Execution of contracts with the above named organizations is contingent upon successful
negotiations of budgets and scope of services with the agencies, and subject to approval of each
work program, to assure compliance with federal mandated guidelines. No funds will be
released until all requirements are complied with and outstanding compliance issues have been
cleared.
