RESOLUTION NO. 9 7- 402
A RESOLUTION DESIGNATING AS A CATEGORY "B"
PROJECT THE ACQUISITION OF ARCHITECTURAL AND
ENGINEERING SERVICES INCLUDING PREPARATION OF
CONSTRUCTION DOCUMENTS FOR THE WATSON ISLAND
AVIATION FACILITY AND VISITORS CENTER
PROJECT; AUTHORIZING THE CITY MANAGER TO
ADVERTISE FOR THE REQUIRED PROFESSIONAL,
SERVICES; APPOINTING A CERTIFICATION
COMMITTEE OF NOT LESS THAN THREE MEMBERS
WHOSE PROFESSIONAL EXPERTISE IS IN THE AREA
OF ARCHITECTURE AND/OR ENGINEERING, AND
APPOINTING JACK LUFT, DIRECTOR OF PLANNING
AND DEVELOPMENT, AS CHAIRPERSON OF THE
COMPETITIVE SELECTION COMMITTEE, ALL IN
ACCORDANCE WITH FLORIDA STATUTES SECTION
287.055, AND CITY OF MIAMI CODE SECTION 18-
81.
WHEREAS, pursuant to Resolution 93-333 and subsequent City
Commission action, the City entered into a Joint Participation
Agreement("JPA"), dated June 4, 1993, with the Florida Department
of Transportation ("FDOT") for funding assistance for development
of an Aviation Facility Visitors Center ("the Facility") on
Watson Island; and
WHEREAS, as authorized pursuant to Resolution No. 93-564 and
funded through the JPA, a Master Plan Study for the Facility has
been completed; and
WHEREAS, Resolution No. 96-129, authorized the City Manager
to execute a second JPA for additional funding of Planning and

Design services, including construction documents, for the Watson
Island Aviation Facility and Visitors Center; and
WHEREAS, the City Manager recommends that the acquisition of
architectural and engineering services, including the preparation
of construction documents for the Watson Island Aviation and
Visitors Center Project, be designated a Category "B" Project in
accordance with the provisions of City Code Section 18-81
(e)(2)b; and
WHEREAS, City Code Section 18-81(d)(3) also requires that
the City Commission establish a certification committee of not
less than three members; and
WHEREAS, the recommendations for appointment to the
certification committee are; Jose Casanova, Architect, Alan Poms,
Architect, and Juan Ordonez, Engineer; and
WHEREAS, the City Manager recommends that Jack Luft,
Director of Planning and Development be appointed as Chairperson
of the competitive selection committee, in accordance with the
provisions of City of Miami code Section 18-81 (e)(2)b;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The acquisition of architectural and engineering
services, including the preparation of construction documents for
the Watson Island Aviation and Visitors Center Project is hereby
designated a Category "B" Project, in accordance with the
provisions of City of Miami Code Section 18-81, which establishes
procedures for contracting for certain professional services and
also establishes competitive negotiation requirements with regard
to the furnishing of such services.
Section 3. The City Manager is hereby authorized to
advertise for the aforementioned professional services and to
issue a Request for Qualifications for Professional Services
document related to the procurement of such services, in
accordance with City of Miami Code Section 18.81(e)(2)b.
Section 4. Jack' Luft, Director of the Department of
Planning and Development, is hereby appointed as Chairperson of
the competitive selection committee, in accordance with the
provisions of City of Miami Code Section 18-81 (e)(2)b.
Section 5. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached
Resolution designating the Watson Island Aviation and Visitors Center as a Category
"B" Project and authorizing the acquisition of architectural and engineering
professional services including the preparation of construction documents;
authorizing the City Manager to advertise for the required professional services;
appointing a certification committee of not less than three members; and appointing
Jack Luft, Director of Planning and Development, as chairperson of the competitive
selection committee, the competitive selection committee to be a minimum of six
members appointed by the City Manager, all in accordance with Florida Statutes
Section 287.055, and the City of Miami Code Section 18-81.
BACKGROUND
The Department 'of Planning and Development has prepared the attached Resolution.
Pursuant to Resolution 93-333 and subsequent City Commission action, the City
entered into a Joint Participation Agreement ("JPA"), dated June 4, 1993, with the
Florida Department of Transportation ("FDOT") for funding assistance for development
of an Aviation Facility and Visitors Center ("The Facility") on Watson Island.
The City Commission authorized pursuant to Resolution No. 93-564 and funded
through the JPA, a Master Plan Study for the Facility, which has been completed.
Additionally, Resolution No. 96-129, authorized the City Manager to execute a second
JPA for additional funding for design, including construction documents, of the
Watson Island Aviation Facility and Visitors Center.
The City Manager recommends that the acquisition of architectural and engineering
professional services, including the preparation of construction documents, of The
Facility, be designated a Category "B" Project in accordance with the provisions of City
Code Section 18-81 (e) (2)b.
City Code Section 18-81(d)(3) also requires the City Commission appoint a
certification committee. The committee must be comprised of not less than three
members in the field(s) involved, which shall certify the qualifications of professionals
responding to the Request for Qualifications ("RFQ"). Recommendations for the

certification committee members are Jose Casanova, Architect, Alan Poms, Architect,
and Juan Ordonez, Engineer.
The City Manager is required to appoint the Chairperson of the competitive selection
committee and recommends that Jack Luft, Director of Planning and Development be
appointed as Chairperson of the competitive selection committee, the competitive
selection committee to be a minimum of six members appointed by the City Manager,
in accordance with the provisions of City of Miami Code, Section 18-81 (e)(2)b.
After receipt of qualifications and the deliberations of the certification and competitive
selection committees, the City Manager will present a Resolution to the City
Commission to approve the names of the most qualified providers in rank order and to
