INTER -OFFICE MEMORANDUM
TO: Honorable Mayor and Members DATE: JUN 3 1997 FILE:
of the City Commission
SUBJECT: RATIFYING/APPROVING
PURCHASE OF ICE
MACHINE -SOLID WASTE
FROM: 4/dMarquez REFERENCES: DEPARTMENT
City Manager
ENCLOSURES:
It is respectfully recommended that the City Commission approve and ratify the
actions of the City Manager in the waiving of the formal bidding process and the
emergency procurement of an ice making machine for the Solid waste Department
from Advanta Financial Corporation in the amount of $7,370.84. Advanta
Financial Corporation provided the machine with a lease -purchase option
agreement, on an emergency basis.
BACKGROUND
In August of 1996, an ice machine, required to provide ice for solid waste workers in
the field every day, was determined to be irreparable by the Division of Property
Maintenance. A final, short-term, repair was made by Airko Mechanical
Maintenance in September, but the unit failed shortly afterwards. The Department
was then required to purchase ice on a daily basis to meet the employee need.
It was therefore determined that it would be more economical to purchase a
machine. Informal quotes were secured to determine the current price and
availability of said machine. Advanta Financial Corporation was the only company
capable of providing an ice machine on site within days through a Lease/Purchase
Option Agreement on an emergency basis at a total cost of $7,370.84.
Funding for this machine is available from the Solid Waste Department's FY 197
budget, New Equipment, Index 421101-840.
