A RESOLUTION BY AN AFFIRMATIVE VOTE OF FOUR
FIFTHS (4/5THS) OF THE MEMBERS OF THE CITY
COMMISSION, RATIFYING, APPROVING, AND
CONFIRMING THE CITY MANAGER'S EMERGENCY
ACTION IN APPROVING THE ACQUISITION OF
DEMOLITION SERVICES FOR THE PIONEER CLUB
BUILDING FROM LANGO EQUIPMENT SERVICES, INC.,
FOR THE DEPARTMENT OF PLANNING AND
DEVELOPMENT, UTILIZING EXISTING DADE COUNTY
CONTRACT NO. 2715-1/97, AT A TOTAL PROPOSED
AMOUNT OF $5,160.00; ALLOCATING FUNDS
THEREFOR FROM CAPITAL IMPROVEMENT PROJECT
NO. 413004, ENTITLED "LUMMUS PARK MARINA";
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR SAID ACQUISITION.
WHEREAS, the Department of Planning and Development, Asset
Management Division, required that the Pioneer Club building be
demolished as it was in a severely deteriorated condition and the
premises were being used by homeless persons; and
WHEREAS, the City Manager approved the required emergency
demolition services from Lango Equipment Services, Inc.,
utilizing an existing Dade County Contract; and
WHEREAS, funds to cover said demolition services are
available from Capital Improvement Project No. 413004, entitled
"Lummus Park Marina";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By an affirmative vote of four -fifths
(4/5ths) of the members of the City Commission, the City
Manager's emergency action in approving the emergency acquisition
of demolition services from Lang.o Equipment Services, Inc. for
the Pioneer Club building, utilizing existing Dade County
Contract No. 2715-1/97, at a total proposed amount of $5,160.00,
is hereby ratified, approved and confirmed, with funds therefor
hereby allocated from Capital Improvement Project No. 413004,
entitled "Lummus Park Marina".
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached resolution
ratifying, approving and confirming the City Manager's action for the emergency
procurement of demolition services from Lango Equipment Services Inc., so that the
Pioneer Club building would be demolished prior to the April 5, 1997 Miami Riverday
event, at a total cost of $5,160 under an existing Metropolitan Dade County contract
#2-715/l/97. Funds were provided from Capital Improvement Project # 413004,
"Lummus Park Marina."
BACKGROUND:
The Pioneer Club building, located at 250 NW North River Drive on the Miami River,
was an abandoned structure recently returned to the City's control within the Asset
Management Division, Department of Planning and Development. Part of the Lummus
Park property, the building's severely deteriorated condition and use by homeless persons
necessitated its immediate demolition. Additionally, "Miami Riverday", a cultural
festival and redevelopment promotion, was scheduled to occur at this location on April 5,
1997 under the joint sponsorship of the City, the Downtown Development Authority and
Dade Heritage Trust. The demolition of the building was consistent with the City's
redevelopment program for the Lummus Park waterfront, which is planned for marina
and marine related retail and restaurant use.
The City's Procurement Department identified a competitively bid Metropolitan Dade
County contract (#2715/1/97) for demolition services to be utilized in this instance, since
a formal sealed bid process would not permit demolition within this limited time frame.
The contractor awarded the County contract and used by the City is Lango Equipment
Service, a Hispanic -owned firm located in Dade County at 6561 W. 12t' Avenue, Hialeah
Florida. The City Manager made a written finding of an emergency on March 17, 1997
(attached) and authorized the procurement of these services from Lango Equipment under
the County bid.
The total cost for the demolition was $5160. Funding was provided through the above
referenced capital project.

demolition. This action is consistent with the City's redevelopment program for the
Lummus waterfront, which is planned for a marina and marine related retail and
restaurant use. Additionally, "Miami RiverDay", a cultural festival and redevelopment
promotion, has been scheduled to occur at this location on April 5, 1997 under the
joint sponsorship of the City, the Downtown Development Authority and Dade
Heritage Trust.
The City's Procurement Office had solicited formal competitive sealed bids, - crhich
were opened March 4, 1997. Regrettably, the bids were found non -responsive ' and
will be rejected. Staff subsequently identified a competitively bid Metropolitan Dade
County contract #2715/ 1 /97 for demolition services suitable for the City's needs. It
is urgently requested that you authorize the immediate procurement of demolition
services under said County contract so that the Pioneer Club building may be
demolished prior to the April 5 event. This action can be ratified by the City
Commission at the earliest available meeting. The cost for demolition is estimated at
$4,920, with funds provided in the Capital Improvement program, Project #413004,
"Lummus Park Marina".
