HomeMy WebLinkAboutR-97-0379J-97-343 5/23/97 RESOLUTION NO. 9 7— 379 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT TWO GRANTS, ONE 1N AN ESTIMATED AMOUNT OF $44,838.00, FROM THE STATE OF FLORIDA, DEPARTMENT OF CHILDREN AND FAMILIES AND ANOTHER, IN AN ESTIMATED AMOUNT OF $278,352.00, FROM THE STATE OF FLORIDA AGENCY FOR HEALTH CARE ADMINISTRATION, MEDICAID PROGRAM DEVELOPMENT; SAID GRANTS TO FUND PROGRAMS FOR THE DEVELOPMENTALLY DISABLED WHICH ARE ADMINISTERED BY THE PARKS AND RECREATION DEPARTMENT THROUGH ITS PROGRAMS FOR PERSONS WITH DISABILITIES DURING THE PERIOD OF JULY 1, 1997 THROUGH JUNE 30, 1998; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE OF SAID GRANTS. WHEREAS, the Parks and Recreation Department, through its Programs for Persons with Disabilities, has for the past nineteen (19) years applied to the State of Florida, Department of Children and Families, hereinafter referred to as "DCF", for grant funds to support its programs for the coming year; and WHEREAS, DCF is again expected to award the City a grant in the estimated amount of $44,838 for services to be provided to developmentally disabled individuals during the period of July 1, 1997 through June 30, 1998; and WHEREAS, the State of Florida Agency for Healthcare Administration, Medicaid Program Development, hereinafter referred to as "AHCA", is again expected to award the City a :CITY COMMISSION MEETING Or J U N 0 9 1997 Resolution No. 97- 379 grant in the estimated amount of $278,352, for services to be provided to developmentally disabled individuals during the period of July 1, 1997 through June 30, 1998; and WHEREAS, DCF requires a 12.5% local match in an estimated amount of $5,605 which I may be provided from salaries and program expenditures already allocated in the existing General Fund Operating Budget of the Department of Parks and Recreation, Programs for Persons with Disabilities Division; and WHEREAS, DCF and AHCA have requested that all grantees accept grants and execute the necessary contracts no later than June 30, 1997; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept two grants, one in a estimated amount of $44,838, from the State of Florida, Department of Children and Families and another, in the estimated amount of $278,352,00, from the State of Florida, Agency for Healthcare Administration, Medicaid Program Development, to fund programs for the developmentally disabled administered by the Parks and Recreation Department through its Programs for Persons with Disabilities during the period of July 1, 1997 through June 30, 1998, Section 3. The City Manager is hereby authorized' to execute the necessary document(s), in a form acceptable to the City Attorney, for acceptance of said Grants. Section 4. TO: of the City Commission DATE: FILE: Resolution Accepting Grants SUBJECT: for Developmentally Disabled Programs FROM: �dW Marquez City Manager REFERENCES: ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution accepting two grants, one from the State of Florida Department of Children and Families (DCF) in the estimated amount of $44,838.00 and another one in the estimated amount of $278,352.00 from the State of Florida Agency for Health Care Administration, Medicaid Program Development (AHCA). These grants are to fund programs for the developmentally disabled administered by the Parks and Recreation Department during the period of July 1, 1997 through June 30, 1998. The Resolution also authorizes the City Manager to execute the necessary documents for this purpose. BACKGROUND: The Department of Parks and Recreation through its Programs for Persons with Disabilities has received grant funds from the State of Florida Department of Children and Families for the past nineteen (19) years. The State disburses the grant funds based on actual number of clients serviced. The grant amounts referenced are estimates based on previous years' figures. These monies are used to provide community awareness and transportation services to more than one -hundred one (101) developmentally disabled adults on a weekly basis. Due to the high quality of service provided by the City of Miami, the State of Florida has again awarded grant funds. The contract period for the grants will run from July 1, 1997 through June 30, 1998. To serve as many as one hundred and one (101) clients, funds from both State funding sources are combined to cover two (2) interrelated programs offered by the Parks Department's Program for Persons with Disabilities. The non -rehabilitation services program provides for thirty (30) clients, thirty (30) hours per week, a non -work oriented program, giving instruction in such skills as telling time, transacting money, and learning how to take a bus. The second program provides for non-residential habilitation services to a minimum of seventy-one (71) clients, on the average of eight (8) hours per month. Specific activities in this program include dances, bowling, movies and special events. Additionally, clients are educated on socialization skills, interpersonal relationships, and 97- 3'791 Honorable Mayor and Members of the City Commission Page 2 peer interaction. The programs for Persons with Disabilities Division also provides the clients with transportation to the various programs and activity sites. This Resolution is a companion item to an accompanying ordinance appropriating said grants to a special revenue fund for the Department of Parks and Recreation. The DCF grant requires a 12.5% local match in an estimated amount of $5,605 which may be provided from salaries and program expenditures already allocated in the existing General Fund Operating Budget of the Department of Parks and Recreation, Programs for Persons with Disabilities Division.
