A RESOLUTION BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDING OF AN
EMERGENCY AND HIS ACTION IN AUTHORIZING
PAYMENT UNDER THE EXISTING CONTRACT BETWEEN
THE CITY OF MIAMI AND ZIP MAILER, INC., IN
THE AMOUNT OF $29,019.00 FOR FISCAL YEAR
1996, WHICH REPRESENTS AN INCREASE IN THE
CONTRACT AMOUNT BY $23,000.00; AND FURTHER
AUTHORIZING AN ANNUAL PAYMENT OF COMPENSATION
THEREUNDER FOR THE REMAINING TERM OF THE
CONTRACT, FROM $6019.00 TO $29,019.00, WITH
ZIP MAILER, INC., SAID CONTRACT BEING FOR THE
PROVISION OF MAILING SERVICES FOR THE
DEPARTMENT OF FINANCE; ALLOCATING FUNDS
THEREFOR FOR SAID INCREASE FROM ACCOUNT CODE
NO. 001000.260301.6340.34013, SUBJECT TO THE
AVAILABILITY OF FUNDS.
WHEREAS, pursuant to Resolution No. 96-694, adopted
September 14, 1995, the City entered into a contract with Zip
Mailer, Inc. for the furnishing of mailing services for one year,
with the option to extend for two additional one year periods,
for the Department of Finance, at an proposed annual cost of
$6,019.00, with funds therefor allocated from Account Code
No. 260301-533; and
WHEREAS, due to the City's state of the fiscal emergency, it
became necessary to establish various task forces to inspect
properties and businesses City-wide to ascertain that the City
records reflect the proper revenues/licensing/permitting due the
City; and

WHEREAS, said task forces sent numerous mass mailings
notifying the business and property owners of the City of Miami
of the revenues due the City for municipal services provided, and
licenses, permits, or other fees required; and
WHEREAS, the costs for the mass mailing services provided by
Zip Mailer, Inc. exceeded the 1996-97 Fiscal Year anticipated
expenditures by $23,000.00; and
WHEREAS, due to the urgency of the fiscal emergency, the
City Manager made a finding that emergency circumstances existed
and authorized payment under the existing contract with Zip
Mailer, Inc. in the amount of $29,019.00; and
WHEREAS, it has been determined that the increase of said
contract from $6,019.00 to $29,019.00 will also be required for
the remaining renewal terms of said contract; and
WHEREAS, funds for said increase are available from Account
Code No. 001000.260301.6340.34013;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, the City Manager's finding of
an emergency and his action in authorizing payment under the
existing contract between the City of Miami and Zip Mailer, Inc.,
in the amount of $29,019.00 for Fiscal Year 1996, which

represents an increase in the contract amount by $23,000.00, is
hereby ratified, approved and confirmed, with funds therefor
hereby allocated for said services from Account Code
No. 001000.260301.6340.34013.
Section 3. An increase in the annual payment of
compensation thereunder for the remaining term of the contract,
from $6019.00 to $29,019.00 is hereby ratified, approved and
confirmed, with funds therefor hereby allocated for said services
from Account Code No. 001000.260301.6340.34013, subject to the
availability of funds.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Recommendation:
It is respectfully recommended that the City Commission adopt the attached Resolution
ratifying, approving and confirming the City Manager's finding that an emergency exists;
and authorizing an increase in the contract between Zip Mailer, Inc. and the City of
Miami for mailing services. Funding is available from Account Code No.
001000.2603 01.6340.3 4013 .
Background:

By Resolution 95-604, the City Commission awarded a contract in the amount of
$6,019.00 to Zip Mailer Inc. for mailing services. The contract awarded was for 'a
period of one (1) year with the option to extend for two (2) additional one (1) year
periods. Due to the collection efforts by various City's departments, the volume of bills ,
collection letters and other notices has increased; therefore, formal approval is requested
to increase the Zip Mailer, Inc. contract in the amount of $23,000.00 to cover the cost for
mailing services.

An emergency finding exists for mailing services between Zip Mailer, Inc. and City of
Miami. Due to collection efforts by various City's departments the volume of bills,
collection letters, and other notices has increased, therefore your formal approval to
increase Zip Mailer, Inc. contract in the amount not to exceed $23,000.00 is necessary to
cover the additional mailing services.
Funds will be allocated from the General Fund Account Code No. 001000.6340.34013.
