AN I CITY CLERK PREPARED AND APPROVED BY: J R FAEL 0. DIAZ C, EPUTY CITY CLER APPROVED AS TO FORM AND CORRECTNESS: . QUAN-JOV4, II CITY ATTOR Y W 1584:CS 4 CAROLLO, MAYOR 97-- 324 ' CITY OF MIAMI, FLORIDACAm2 INTER -OFFICE MEMORANDUM Honorable Mayor and DATE: April 14, 1997 FILE: TO: Member of the City Commission SUBJECT: Proposed Resolution Temporary Personnel Services Contracts FROM: REFERENCES: E ward Marq ez City Manager ENCLOSURES: ti !, RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution accepting the lowest most responsive and responsible Bidders on a Group by Group basis, who shall be designated as either "primary" or "secondary" vendor(s) based on lowest cost, for the furnishing of temporary personnel services for various departments in the City of Miami. If the "primary" vendor fails to respond within a specified lead time (48 hours), the services from the "secondary" vendor will be requested. This service will be used on an "as -needed" basis for a one-year period with the option to extend for two additional one-year periods. BACKGROUND: The Department of Human Resources (DHR) surveyed the needs of all City Departments to determine their past, present and projected future utilization of temporary personnel services. It has been determined that the usage of temporary personnel agencies will continue to be needed in the future. Temporary personnel services are typically utilized to cover unforeseen, prolonged absences, resignations, retirements and for special short term projects, as needed. The Bid was submitted to sixty eight (68) vendors, ten (10) responsive bids were received. The Departments of Human Resources and Purchasing have analyzed the ten (10) responsive bidders and have selected the lowest bidders on a group by group basis. The lowest bid per Group is designated as the primary vendor and the next two lowest as the secondary vendors. The personnel categories were placed into four separate groupings to allow companies to compete in their specialty areas - i.e., clerical support, financial, skilled and unskilled laborers. A department's expenditure of funds for temporary personnel services will require budgetary approval prior to usage. Attached is a matrix summarizing the results of the formal bids. Therefore, it is respectfully recommended that the City Commission adopt the attached resolution and authorize the City Manager to execute a contract between the City of Miami and the lowest primary and secondary vendors.
