RESOLUTION NO. 9 7 — 318
A RESOLUTION AUTHORIZING A CONTRIBUTION TO
THE POLICE ATHLETIC LEAGUE ("PAL"), IN THE
AMOUNT OF $50,000.00 AND ALLOCATING FUNDS
THEREFOR FROM THE U.S. DEPARTMENT OF
JUSTICE LAW ENFORCEMENT TRUST FUND, ACCOUNT
CODE NO. 690002.291201.6.996 FOR SAID
CONTRIBUTION; FURTHER AUTHORIZING THE
TRANSFER OF THE REMAINING ACCOUNT BALANCES
FROM (1) THE YOUTH CRIME & DRUG PREVENTION
PROGRAM, (2) THE COPS & KIDS ATHLETIC
DIVERSIONARY PROGRAM, AND (3) THE CITY OF
MIAMI POLICE EXPLORER PROGRAM (PROJECT
NO. 690001) TO PAL, WITH ALL SUCH
EXPENDITURES BEING OR PREVIOUSLY CERTIFIED
BY THE CHIEF OF POLICE AS BEING IN
COMPLIANCE WITH FLORIDA STATE STATUTE
932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement and anti -drug education purposes not considered
normal operating expenses; and
WHEREAS, federal law mandates that the Police Department
delineate the Law Enforcement Trust Fund monies obtained through
federal asset sharing or state asset sharing; and
WHEREAS, the City of Miami Police Department wishes to
provide funds from the U.S. Department of Justice Law Enforcement
Trust Fund to the Police Athletic League ("PAL"); and

1 WHEREAS, the Police Athletic League ("PAL") provides the
youth of the City of Miami a positive alternative to drugs and
crimes and will foster a keener sense of understanding between
the youth and law enforcement through positive interaction; and
WHEREAS, current established programs, such as the Youth
Crime & Drug Prevention Program, the Cops & Kids Athletic
Diversionary Program and the City of Miami Police Explorer
Program will be consolidated under the PAL umbrella; and

WHEREAS, the remaining account balances of said Programs
need to be transferred to the PAL account, along with the
contribution to be allocated from the U.S. Department of Justice
Law Enforcement Trust Fund, so that PAL can provide the programs
to the youth of the community; and
WHEREAS, the Chief of Police has recommended adoption of the
herein Resolution and has determined, or previously determined,
that the said expenditures comply with Florida State Statute
932.7055, as amended;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. A contribution to the Police Athletic League
("PAL"), in the amount of $50,000.00, is hereby authorized with
funds therefor hereby allocated from the U.S. Department of

Justice Law Enforcement Trust Fund, Account Code
No. 690002.291201.6.996 for said contribution.
Section 3. The transfer of the remaining account
balances from (1) the Youth Crime & Drug Prevention Program, (2)
the COPS & Kids Athletic Diversionary Program, and (3) the City
of Miami Police Explorer Program (Project No. 69001) to PAL is

hereby authorized.
i Section 4. All expenditures have been certified by the
Chief of Police as complying with Florida State Statute 932.7055,
as amended.
Section 5. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that a Resolution authorizing a contribution to the Police Athletic
League ("PAIL"), in an amount not to exceed $50,000.00, be approved. Funding is to be provided
from the U.S Department of Justice Law Enforcement Trust Fund, Account Code
690002.291201.6.996.
Further authorizing the Department of Police to transfer funds from the Youth Crime & Drug
Prevention Program, the Cops & Kids Athletic Diversionary Program and the Miami Police
Explorers Program to the Police Athletic League under the Law Enforcement Trust Fund, Project
Number 690001.
BACKGROUND:
The Miami Police Department is committed to the education and development of the youth of our
City. The Police Athletic League ("PAL") provides a well known and identifiable avenue to reach
them. Currently established programs, such as the boxing program and the soccer program, along
with future youth programs will be consolidated under the PAL umbrella. The program will give
the youth of our City as alternative to crime and drugs. It will also help foster good attitudes
towards the law enforcement community as police officers are involved in positive interactioji with
them.
The Department of Police also needs to transfer funds from the Youth Crime & Drug Prevention
Program, the Cops & Kids Athletic Diversionary Program and the City of Miami Police Explorer
Program to the Police Athletic League which will also be created in the Law Enforcement Trust
Fund, Project Number 690001. Federal law mandates that the department segregate funds obtained
through federal asset sharing from the regular Law Enforcement Trust Fund.
