RESOLUTION NO. 9 7- 307
A RESOLUTION RELATED TO THE MIAMI BAHAMAS GOOMBAY
FESTIVAL TO BE CONDUCTED JUNE 6-8, 1997, ON GRAND
AVENUE FROM MCDONALD STREET TO DOUGLAS ROAD IN
COCONUT GROVE, BY THE MIAMI/BAHAMAS GOOMBAY
FESTIVAL IN COCONUT GROVE, INC.; AUTHORIZING A PERMIT
FOR THE SALE OF ALCOHOLIC BEVERAGES IN THE AREA DURING
THE EVENT, SUBJECT TO THE ISSUANCE OF PERMITS REQUIRED
BY LAW; CONDITIONING ALL APPROVALS AND AUTHORIZATIONS
GRANTED HEREIN UPON THE ORGANIZERS: 1) PAYING FOR ALL
NECESSARY COSTS OF CITY SERVICES AND APPLICABLE FEES
ASSOCIATED WITH SAID EVENT; 2) OBTAINING INSURANCE TO
PROTECT THE CITY IN AN AMOUNT PRESCRIBED BY THE CITY
MANAGER OR HIS DESIGNEE; 3) KEEPING MCDONALD STREET
OPEN DURING THE EVENT; AND 4) REPAYING THE OUTSTANDING
LOAN AMOUNT OWED TO THE CITY OF MIAMI.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The request of the Miami/Bahamas Goombay Festival in Coconut Grove, Inc.,
to sell alcoholic beverages during the Miami Bahamas Goombay Festival to be conducted June 6-8,
1997, on Grand Avenue from McDonald Street to Douglas Road in Coconut Grove, Miami, Florida,
is hereby granted, subject to the issuance of a temporary permit to sell alcoholic beverages by the
Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, pursuant
to Section 54-13 of the Code of the City of Miami, Florida, as amended.
Section 2. The herein approvals and authorizations are hereby conditioned upon the
organizers: 1) paying for all necessary costs of City services and applicable fees associated with
said event; 2) obtaining insurance to protect the City in the amount as prescribed by the City
Manager or his designee; 3) keeping McDonald Street open during the event; and 3) repaying the
outstanding loan amount owed to the City of Miami.

Section 3. This Resolution shall become effective immediately upon its adoption.

ENCLOSURES: Letter from Goombay Festival
Miami/Bahamas Goombay Festival in Coconut Grove, Inc., has requested an appearance before
the City Commission to obtain authorization for street closures, restriction of peddlers, the sale
of alcoholic beverages and for fee waivers of applicable City fees, permits and rental's related to
the 1997 Miami Bahamas Goombay Festival to be held June 6-8, 1997. The kick-off ceremony
will take place the evening of June 6"' at a venue yet to be determined, and the street festival will
be held June 7-8, 1997 on Grand Avenue from McDonald Street to Douglas Road.
BACKGROUND:
The Special Events Committee, including the Police and Fire -Rescue Departments, has met with
representatives of the Miami Bahamas Goombay Festival to discuss City services and fees
related to their event. They have been advised of all the necessary permits, fees and insurance
requirements related to the 1997 Festival.
The approval of street closures, restriction of peddlers and the authorization to sell beer
and wine do not require City Commission approval. In accordance with the City of Miami
Code, these authorizations are granted by the City Manager or his designee. However, the
waivers of all applicable City fees, permits and rentals as well as the authorization to sell
alcoholic beverages other than beer or wine do require City Commission approval.
RECOMMENDATION:
Due to severe fiscal constraints and the City's standing policy of not granting fee waivers, it is
recommended that the City Commission do not approve the request for fee waivers related
to the event
In connection to their request for the sale of alcoholic beverages other than beer or wine, it is
recommended that the Commission approve their request, contingent upon repayment of
outstanding loan amount owed to the City of Miami. This authorization has been granted to
other festivals in Coconut Grove, including the Coconut Grove Arts Festival and the Muscular
Dystrophy Bed Race.
