RESOLUTION NO. 9 7~ 270
A RESOLUTION ALLOCATING FUNDS TO HIV/AIDS
PLANNING AND MANAGEMENT ORGANIZATION (HAPMO), IN
THE AMOUNT OF $190,000; SOUTH FLORIDA JAIL
MINISTRIES/AGAPE WOMEN'S CENTER, INC. (AGAPE), IN
THE AMOUNT OF $16,380; AND DEAF SERVICES BUREAU,
IN THE AMOUNT OF $6,000, FROM THE CITY'S FY' 1996
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
(HOPWA) PROGRAM GRANT, FOR THE PROVISION OF
HOUSING AND/OR RELATED SERVICES TO PERSONS WITH
HIV/AIDS OR RELATED DISEASES, AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR
IMPLEMENTATION OF THE HOPWA PROGRAM.
WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program
was created by the AIDS Housing Opportunity Act, and revised under the Housing and
Community Development Action of 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of
1992 stipulates that the City of Miami, being the most populous unit of general local
government
in an
eligible
metropolitan
statistical area (EMSA),
not including
county
government,
must
be the
applicant for
the HOPWA Grant and be
allocated the
related
funding, and
WHEREAS, in March of 1996, the City of Miami submitted a Consolidated Plan to

the U.S. Department of Housing and Urban Development (HUD) for funding the Community
Development Block Grant (CDBG) Program, HOME Investment Partnership (HOME)

Program, Emergency Shelter Grant (ESG) Program and the Housing Opportunities for
Persons with AIDS (HOPWA) Program for fiscal year 1996 federal funding; and
WHEREAS, in April of 1996 pursuant to Ordinance No. 11355, the City
Commission established a special revenue fund entitled "Housing Opportunities for Persons
with AIDS (HOPWA) Grant Program FY '1996" and appropriated $8,359,000 in federal
funding from U.S. HUD for the implementation and administration of the City's 1996
HOPWA Program; and
WHEREAS, at the February 21, 1997 HOPWA Advisory Board (HAB) meeting, the
City's HOPWA Advisory Board recommended HOPWA Program funding to HIV/AIDS
Planning & Management Organization (HAPMO), South Florida Jail Ministries / Agape
Women's Center, Inc. (Agape), and Deaf Services Bureau for the provision of planning,
and coordination, staff support and sign language interpretation services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funds are hereby allocated to HIV/AIDS Planning and Management
Organization (HAPMO), in the amount of $190,000; South Florida Jail Ministries/AGAPE
Women's' Center, Inc. (AGAPE), in the amount of $16,380; and Deaf Services Bureau, in
the amount of $6,000, from the City's FY '1996 Housing Opportunities for Persons with
AIDS (HOPWA) Program grant, for the provision of housing and/or related services to
persons with HIV/AIDS or related diseases.

Section 3. The City Manager is hereby authorized' to execute the necessary
documents, in a form acceptable to the City Attorney, for implementation of the HOPWA
Program.
Section 5. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached resolution,
allocating $190,000 to the HIV/AIDS Planning and Management Organization
(HAPMO), $16,380 to the South Florida Jail Ministries/Agape Women's Center, Inc.
(AGAPE) and $6,000 to the DEAF Services Bureau, for the provision of HIV/AIDS
planning and coordination services, staff and clerical assistance and sign language
interpretation services, respectfully, in connection with the implementation and
administration of the City's FY-1996-97 Housing Opportunities for Persons With AIDS
(HOPWA) Program. Funding for these services is being, provided by the U.S.
Department of Housing and Urban Development from the FY' 1996 HOPWA Grant
Program.
The attached resolution further authorizes the City Manager to execute a memorandum of
agreement and any amendments with the aforementioned local AIDS service providers, in
a form acceptable to the City Attorney.
BACKGROUND:
In March of 1996, through Resolution No. 96-208, the City Commission authorized the
City Manager to submit the City's Fiscal Year 1996-97 Consolidated Plan to the U.S.
Department of Housing and Urban Development, for funding under several federal
formula grant programs which included $8,359,000 in Housing Opportunities for Persons
with AIDS (HOPWA) Program funds. The said resolution further authorized the City
Manager, upon approval of the City's Consolidated Plan by U.S. HUD, to accept the
aforementioned HOPWA Program grant and to, execute the necessary implementation
agreements, in form acceptable to the City Attorney and applicable City Code provisions.

In February of 1997, after a duly noticed public hearing the City's HOPWA Advisory
Board is recommending to the City Commission, HOPWA Program funding to three (3)
agencies in connection with the implementation of the City's FY' 1996-97 Housing
Opportunities for Persons with AIDS Program. Based on the recommendations of the
City's HOPWA Advisory Board, the Department of Community Development/NET
recommends the following local area AIDS service providers and/or agencies for funding
in the amounts listed below, for the purpose of providing housing and/or related services
to individuals with HIV/AIDS or related diseases in connection with the administration
and implementation of the 1996 HOPWA Program.
