A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ALLOCATE AN ADDITIONAL $909,068 IN FY '96 HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)
PROGRAM FUNDING TO METROPOLITAN DADE COUNTY'S
DEPARTMENT OF HUMAN RESOURCES (OFFICE OF
COMMUNITY SERVICES), FOR THE PROVISION OF
SHORT-TERM HOUSING ASSISTANCE TO VERY LOW INCOME
PERSONS WITH AIDS; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AMENDMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO THE
MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF
MIAMI AND METROPOLITAN DADE COUNTY'S DEPARTMENT
OF HUMAN RESOURCES (OFFICE OF COMMUNITY SERVICES)
FOR THIS PURPOSE.

WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program
was created under the AIDS Housing Opportunity Act, and revised under the Housing and
Community Development Act of 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of
1992 stipulates that the City of Miami, being the most populous unit of general local
government in an eligible metropolitan statistical area (EMSA), not including county
government, must be the applicant for the HOPWA Grant and be allocated the related
funding; and
WHEREAS, in March of 1996, the City of Miami submitted a Consolidated Plan to
the U.S. Department of Housing and Urban Development (HUD) for funding the Community

Development Block Grant (CDBG) Program, Housing Opportunities for Persons With AIDS
(HOPWA) Program, HOME Investment Partnerships (HOME) Program, and Emergency
Shelter Grant (ESG) for FY '96 federal funding; and
WHEREAS, in April of 1996, the City Commission, pursuant to Ordinance No.
11355, established a special revenue fund entitled "Housing Opportunities for Persons
With AIDS (HOPWA) Grant Program—FY '96" and appropriated $8,359,000 in funding
from U.S. HUD, for the implementation and administration of the City's 1996 HOPWA
Program; and
WHEREAS, in December of 1996, the City Commission through Resolution No.
96-916, approved the allocation of $810,823 in FY '96 HOPWA Program funding to
Metropolitan Dade County's Department of Human Resources (Office of Community
Services), for the provision of short-term housing assistance to very low income persons
with AIDS; and
WHEREAS, at the February 21, 1997 meeting of the City's HOPWA Advisory
Board, the City's HOPWA Advisory Board recommended providing an additional $909,068
in HOPWA Program funding to Metropolitan Dade County's Department of Human
Resources, for the provision of additional short-term housing assistance to persons with
AIDS; and
WHEREAS, it is anticipated that an additional three hundred (300) low income
persons with AIDS would be provided short-term housing assistance based on the
additional $909,068 in FY '96 HOPWA Program funding which is being recommended by
the City Administration;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The Recitals and Findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to allocate an additional
$909,068 in FY '96 HOPWA Program funding to Metropolitan Dade County's Department
of Human Resources (Office of Community Services), for the provision of short-term
housing assistance to very low income persons with AIDS.
Section 3. The City Manager is hereby authorized' to execute an amendment, in
a form acceptable to the City Attorney, to the Memorandum of Agreement between the
City of Miami and Metropolitan Dade County's Department of Human Resources (Office of
Community Services), for the hereinabove purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached resolution, authorizing
the City Manager to allocate an additional $909,068 in FY `96 Housing Opportunities for Persons
With AIDS (HOPWA) Program funding to Metropolitan Dade County's Department of Human
Resources (Office of Community Services), for the provision of short-term housing assistance to
very low income persons with AIDS. Funding for these services is being provided by the U.S.
Department of Housing and Urban Development from the FY `96 HOPWA Program Grant in the
amount of $8,359,000.
The attached resolution further authorizes the City Manager to execute an amendment to the
Memorandum of Agreement between the City of Miami and Dade County's Department of Human
Resources, for the provision of short-term housing assistance to very low income persons with
AIDS for the balance of this fiscal year.
BACKGROUND:
At the December 12, 1996 City Commission meeting, the City Commission through Resolution No.
96-916, approved allocating $810,823 in FY `96 HOPWA Program funding to Metropolitan Dade
County's Office of Community Services, for. the provision of short-term housing assistance to very
low income persons with AIDS. Approximately two hundred sixty (260) low income persons are
anticipated to be provided short-term housing assistance by Dade County based on the above -
mentioned HOPWA Program funding.
At the February 21, 1997 meeting of the City's HOPWA Advisory Board, the City's HOPWA
Advisory Board discussed the critical need to provide additional short-term housing assistance to
persons with AIDS throughout Dade County. As a result, the City's HOPWA Advisory Board
recommended that an additional $909,068 in FY `96 HOPWA Program funding be awarded to
Metropolitan Dade County's Department of Human Resources, for the purpose of providing
additional short-term housing assistance to very low income persons with AIDS. Approximately
three hundred (300) additional very low income persons with AIDS would

receive assistance through Dade County's Department of Human Resources with the additional
HOPWA Program funding.
Short-term housing assists eligible individuals with AIDS with a maximum of up to five (5) months
of rent or mortgage assistance per year. Individuals who have been determined to be medically and
income eligible, may receive financial housing assistance based on the individual's household size.

The Department of Community Development/NET recommends that the City Commission adopt
the attached resolution, authorizing the City Manager to allocate an additional $909,968 in FY `96
HOPWA Program funds to Metropolitan Dade County's Department of Human Resources, for the
provision of short-term housing assistance to very low income persons with AIDS.
In an effort to assist an additional three hundred (300) low income households with AIDS with
short-term housing assistance, City Commission ratification of the attached resolution is
recommended.
