INTER -OFFICE MEMORANDUM

the City Commission
SUBJECT : Six Appointments Needed to the
Code Enforcement Board
FROM . Walter J. F e REFERENCES: (March 20, 1997'Agenda)
City Clerk
ENCLOSURES: (List of Members)
The Code Enforcement Board was created to issue orders having the force of law commanding
whatever steps are necessary to bring a Code violation into compliance.
Florida Statutes 162.06(2) requires members of the Code Enforcement Board to be residents of
the City of Miami. City Code states that whenever possible, the board is to consist of an
architect, a businessperson, an engineer, a general contractor, a subcontractor, and a reactor.
All members serve three year terms.
The Code Enforcement Board consists of seven regular members and two alternate members.
The City Code (Section 2-292) does not address which members of the Commission appoints
each seat on the board. Traditionally, the nine appointments have been divided by the
Commission by having each Commissioner make two nominations for appointments and the
Mayor make one nomination for appointment. The alternate members are presently .being
nominated for appointment by Commissioners Group III and Group I I (Commissioners Plummer
and Regalado).
Six appointments are needed at this time:
• Mayor Caroilo has one nomination for a seat currently held by Victor Haber, who had
been nominated by former Mayor Clark, and whose term expired February 10,1997.
• Vice Mayor Regalado has two nominations; one for a seat currently held by Raymond F.
Mc Elroy, whose term expired February 10, 1997, and the other for a seat currently vacant
due to the resignation of Sheila Zemsky.
• Commissioner Cort has two nominations; one is for a seat currently held by Ann
Carlton, and the other is for a seat currently held by Charles McEwan, both terms expired
February 12,1997.
• Commissioner Plummer has one nomination for seat currently vacant due to the
resignation of Deborah Valledor.
For your information, attached please find a copy of the current membership of said board.
By copy of this memorandum, we are requesting that the Agenda Office place this issue on the
March 20,1997 Commission agenda.
