A RESOLUTION APPOINTING AN INDIVIDUAL TO
SERVE AS A MEMBER OF THE PERFORMING ARTS
CENTER TRUST FOR A TERM AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual, submitted for
consideration by the Performing Arts Center Trust Nominating
Committee for Slate #1, is hereby appointed by the Commission at -
Large as a member of the Performing Arts Center Trust, to serve a
term expiring December 31, 1998:

The Performing Arts Center Trust (PACT) was created to provide a broad source of
community support for the proposed Performing Arts Center, Miami, Florida.
PACT has three members from the City of Miami. Two of said three seats are up for
appointment by the City Commission at -large. One seat is presently filled by Henry T. Courtney,
whose term expired on December 31, 1996. The other seat is vacant, due to Commissioner
Plummer's resignation as a member of said trust. Appointments to PACT must be made from a
slate of nominees provided by PACT's Nominating Committee (see attached section 6.6 of the
Articles of Incorporation of PACT).
On October 24, 1996, by Motion 96-778, the City Commission nominated Laura de Ona to be
included in the slate of names which the Performing Arts Center Trust presents to the City
Commission for its consideration. However, on December 19, 1996, the Board of County
Commissioners appointed Laura de Ona to the board of the Performing Arts Center Trust.
Therefore, PACT reopened its nominations process for said seat (currently occupied by Henry
Courtney) and submitted a new slate of nominees. The Commission may select one name
from the slate:

Attached are copies of resumes submitted for slate #1 for assistance with your consideration.
Slate #1 will carry a three year term which will expire on December 31, 1999. If the
Commission does not wish to select an appointment from the names submitted, the
Commission at large may proffer a name for PACrs nominating committee to consider
for Inclusion in its next slate of nominees.
SECOND VACANCY:
When Commissioner Plummer resigned as a member of PACT on October 30, 1996, he
recommended Rick Rodriguez Pina for consideration as his replacement. The nominating
committee of PACT submitted a slate of nominees including Mr. Pina's name. However, we
have been informed by PACT that Mr. Pina withdrew his name from consideration. PACT has
reopened the nominations .process for this seat. The Commission at large may proffer a
name for PACT's nominating committee to consider for inclusion In its next slate of
nominees.

Dear Mr. Foeman:
On November 13, 1996 the Performing Arts Center Trust (PACT) forwarded two slates to you for the
City of Miami Commission's appointments to the board of the Performing Arts Center Trust (copy
attached). On January 22, 1997, our office was informed by Mr. Rick J. Rodriguez Pina that he had
withdrawn his name from consideration from the City of Miami's appointment to the PACT. Therefore,
we regretfidly withdraw the City of Miami - At Large Slate #2 and have reopened the PACT
nominations process for this seat.
The deadline for receipt of nominations is Friday, February 28, 1997. The PACT nominations process
requires that the City of Miami Commission choose from a slate of three candidates forwarded to you
from the Performing Arts Center Trust. We would encourage the City Commission's recommendations
to our nominating process.
This seat was formerly occupied by J.L. Plummer, Jr. The appointment wiR carry a 2 year term which
will expire on December 31, 1998.

I am writing to request nomination for a Board vacancy on the
Performing Arts Center Trust.
I have been a member of the Trust as a City of Miami At -Large board
position. It has been a great pleasure to work on the concept and
planning of this wonderful Center and I would like to continue with
the job.
As you can see by my enclosed resume, while Mayor of Miami Shores
I was involved on the grass roots level with transforming a 99 cent
theater on N.E. 2nd Avenue in Miami Shores into•a performing arts
theater. I was involved in the development of Bayfront Park and
the New World School of the Arts. I am also a participant and
friend of the Miami Book Fair.
The progress and enrichment of Downtown has been a top priority for
me and I would like to continue to work on seeing this effort
continue forward.

I do not know the procedure that will select the members of the Performing Arts Center
Trust but I know of no one better qualified than Dr. Ruth Greenfield.
Here Is someone who not only has done it all In.regard to community service but has
the experience and judgment that uniquely qualifies her for the d%scull task ahead.
She Is an impresaria produdng over 800 shows for the MDCC lunchtime and evening
series. In addition to serving as a professor of music at MDCC, she has had an active
career as a concert pianist. - Currently, she serves on the Bayfront Park Trust and in
the past she was a founding member of the Perforriaing Arts Research Committee.
I know that many citizens with diverse cultural backgrounds will offer themselves but
Ruth Greenfleld's credentials are matchless. Please consider her carefully. She will

Board of the Metro -Dade Trust for the Performing Arts.
Her interest and activities in the performing arts in this community are
legendary. For more than a quarter of a century she has been active in this

Fine Arts Conservatory, the first integrated performing arts program in Dade

for the Performing Arts Center. Ruth and Z have worked together on
tho..,Bayfront Park Management Trust (the entity responsible for
Bayfront Park) since 1988. During that time, Ruth has emerged as
the "conscience of the Park" on all matters artistic. We have come
to rely on her to help us strike the proper balance between events
that will serve the Park's financial. needs, and the artistic needs
of our community.
Ruth has been an advocate of increasing the number of cultural and
artistic events that are hosted in the Park. Moreover, she has
sensitized the Trust in connection with its mission as a purveyor
of accessible culture to the community at large. As the immediate
past Chair of the Trust,. % can assert .that we have been successful
In serving the community's artistic needs.
We owe our success directly to Ruth's tireless efforts to include
