RESOLUTION NO. 9 7 9 207
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO A MEMORANDUM OF UNDERSTANDING
(MEMORANDUM), IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, BETWEEN THE CITY OF MIAMI AND
A BLUE RIBBON TASK FORCE (TASK FORCE)
ESTABLISHED FOR THE PURPOSE OF ASSISTING THE
CITY OF MIAMI IN DEVELOPING RECOMMENDATIONS
AND PLANS TO IMPROVE THE BUSINESS PRACTICES
OF THE CITY'S GOVERNMENT; FURTHER AUTHORIZING
THE CI`i'Y MANAGER TO PROVIDE FOR
IMPLEMENTATION EXPENDITURES, IN AN AMOUNT NOT
TO EXCEED $300,000 ANNUALLY, AND FURTHER, TO
INDEMNIFY THE TASK FORCE AGAINST ANY DAMAGE
OR EXPENSE THAT MAY RESULT FROM ANY THIRD
PARTY CLAIM RELATING TO THIS PROJECT OR ANY
USE BY THE CITY OF THE WORK PRODUCT, AND AS
MORE SPECIFICALLY SET FORTH IN THE
MEMORANDUM.
WHEREAS, at the February 27, 1997, Commission Meeting, the
Mayor advised of the formation of a Blue Ribbon Task Force to
assist the City in identifying and prioritizing those actions
which can provide the best long term benefits to improve the
effectiveness of City government and which can be implemented by
the City administration; and
WHEREAS, the Task Force .is comprised of four co -chairpersons
whose expertise in business and management practices is
broadbased; and
WHEREAS, she four Task Force co -chairpersons are Edward T.
Foote, II, President, University of Miami; Modesto A. Maidique,

President, Florida International University, Ira. C. Clark,
President, JMH/Public Health Trust, and Steve Owens, President,
Swire Properties;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby authorizes) the
City Manager to enter into a Memorandum of Understanding
(Memorandum), in a fonn acceptable to the City Attorney, between
the City of Miami and a Blue Ribbon Task Force (Task Force)
established for the purpose of assisting the City of Miami in
developing recommendations and plans to improve the business
practices of the City's government.
Section 3. The City Commission hereby further authorizes
the City Manager to provide for implementation expenditures, in
an amount not to exceed $300,000 annually, and to indemnify the
Task Force against any damage or expense that may result from any
third party claim relating to this project or any use by the City
of the work product, and as more specifically set forth in the
Memorandum.

Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions,

Section 3. This Resolution shall become effective
immediately upon its adoption.

Attached for your approval is a resolution authorizing the City Manager to enter into a
Memorandum of Understanding, in a form acceptable to the City Attorney, between the
City of Miami and A Blue Ribbon Task Force established for the purpose of assisting the
City of Miami in developing recommendations and plans to improve the business
practices of the City's Government; and further allocating $300,000 annually for
implementation expenditures.
