HomeMy WebLinkAboutR-97-0199F J-97-194 3/20/97 RESOLUTION NO. 97-- 199 A RESOLUTION, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY AND APPROVING THE ENGAGEMENT OF TEMPORARY LEGAL SECRETARIAL SERVICES FOR THE CITY ATTORNEY FROM PERSONNEL ONE; ALLOCATING FUNDS THEREFOR IN AN AMOUNT NOT TO EXCEED $20,000 FROM ACCOUNT CODE NO. 230101-250; AND AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR SAID SERVICES. WHEREAS, at the present time, the City Attorney's office has two Legal Secretary vacancies and a Sr. Legal Secretary has tendered her resignation effective March 21, 1997; and WHEREAS, the Department of Human Resources is in the process of establishing a certification list for the vacant positions, but said process will take several months to complete; and WHEREAS, the City Attorney's Office must have efficient secretarial staff on board in order to carry out the municipal responsibilities of the City Attorney; and WHEREAS, Personnel One is able to provide professional and experienced legal secretaries on a temporary basis until such time as permanent secretaries can be employed, subsequent to the establishment of a certification list; and CITY COMMISSION MEETING OF MAR 2 7 1997 Resolution No. 9'7- 199 WHEREAS, funds for said temporary services are available from Account Code No. 230101-250; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency is hereby ratified, approved and confirmed, and the engagement of temporary legal secretarial services for the City Attorney from Personnel One is hereby approved, with funds therefor hereby allocated, in an amount not to exceed $20,000, from Account Code No. 230101-250 for said services. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for said services. Section 4. In order for the City Attorney's Office to function sufficiently and carry out its municipal responsibilities, it was necessary to engage the services of a legal secretary, on a temporary basis, from Personnel One. These services are required until such time as the Department of Human Resources establishes a certification list and a regular employee can be hired. The attached proposed resolution ratifies, approves, and confirms the City Manager's finding of an emergency in approving the engagement of said secretarial services, in an amount not to exceed $20,000 and allocates funds for said services from Account Code No. 230101- 250, the account utilized for payment of permanent civil service employees.
