"191 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH INDIVIDUALS TO PROVIDE COMMUNICATIONS OPERATOR SERVICES FOR THE CITY OF MIAMI POLICE DEPARMENT, FOR A PERIOD OF ONE (1) YEAR, WITH THE OPTION TO EXTEND FOR TWO (2) ADDITIONAL ONE (1) YEAR PERIODS, AT THE SAME PRICE, TERMS AND CONDITIONS, SUBJECT TO THE AVAILABILITY OF FUNDS; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $150,000.00 ANNUALLY, FROM THE POLICE DEPARTMENT GENERAL OPERATING BUDGET, ACCOUNT CODE 001000.290201.6. 270. WHEREAS, The Miami Police Department must provide dispatch services for the purpose of sending its personnel to the assistance of the City's residents, businesses and visitors; and WHEREAS, the Miami Police Department is charged with preserving the peace, health, safety and property of the City of Miami and its residents; and WHEREAS, the Miami Police Department has a responsibility to provide adequate communications support to ensure the safety of its personnel; and WHEREAS, these service Providers will be used only to achieve minimum staffing when the availability of City employees has been exhausted; and CITY COMMISSION MEETING OF MAR 2 0 1997 Resolution No. 97-- 191 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted. Section 2. The City Manager is hereby authorized ' to execute Professional Services Agreements, in a form acceptable to the City Attorney, with individuals to provide Communications Operator services for the City of Miami Police Department, for a period of one (1) year, with the option to extend for two (2) additional one-year periods at the same price, terms and conditions, subject to the availability of funds, with funds therefor hereby allocated, in an amount not to exceed $150,000.00 annually, from the Police Department General Operating Budget, Account Code 001000.290201.6.270. REFERENCES: Communications Operators; Professional Services ENCLOSURES: Agreements It is respectfully recommended that the City Commission adopt the enclosed Resolution allowing the City Manager to execute Professional Services Agreements for Communications Operators, in an amount not to exceed $150,000.00, as needed by the Miami Police Department. Funding is to be from the Police Department General Operating Budget, Account Code 001000.290201.6.270. BACKGROUND: The staffing situation in the Police Department's Communication Center remains at a critical level. Even with the expenditure of overtime and the hiring of some permanent employees, there isnot enough personnel available to meet required staffing. Although, the Department has made some progress in hiring permanent employees, the problem lies in the fact that the hiring and training process takes at least a year to complete. j A positive solution and the best alternative at this time, is the continued use of Communication Operators from other large agencies as well as former employees from the Department's Communications Center. A number of these former employee left to begin families or continue their education. Many of them have reached their goals and are now interested in supplemental income. The Police Department will utilize a Professional Services Agreement to place these Providers under contract with the City. These Agreements will allow the Department additional time to hire and train permanent Communications Operators. This problem is further compounded by the fact that only a small percentage of the trainees successfully complete the entire process. The Department must provide dispatch services for the purpose of sending its personnel to the assistance of the City's residents, businesses and visitors; furthermore, the Police Department has a responsibility to provide adequate communications support to ensure the safety of its personnel. Without the continued ability to contract with these Providers, the Department's efforts to provide these services will be severely hampered. 97- 191
