RESOLUTION NO.
A RESOLUTION CERTIFYING THAT PROJECT
SOMERVILLE, A 47-UNIT AFFORDABLE HOUSING
PROJECT FOR FAMILIES WITH CHILDREN TO BE
OWNED AND DEVELOPED BY CAMILLUS HOUSE, INC.
AT 337-381 NORTHWEST 4TH STREET, MIAMI,
FLORIDA, IS CONSISTENT WITH LOCAL PLANS AND
REGULATIONS.
WHEREAS, Project Somerville is a proposed 47-unit affordable
housing project for families with children, which will be
developed by Camillus House, Inc. at 337-381 Northwest 4th
Street, Miami, Florida; and
WHEREAS, under provisions of the State of Florida Community
Contribution Tax Incentive Program authorized by Sections
220.183(5)(a) and 624.5101(5)(a) Florida Statutes, private
corporations that contribute to Camillus House, Inc. for Project
Somerville can be granted credits against certain State taxes;
and
WHEREAS, in order for Project Somerville to qualify for such
Tax Incentive Program, certification is required by the Miami
City Commission that the Project is consistent with local plans
and regulations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Pursuant to Sections 220.183(5)(a) and
624.5101(5)(a), Florida Statutes, the Miami City Commission
hereby certifies that Project Somerville, a 47-unit affordable
housing project for families with children, to be owned and
developed by Camillus House, Inc. at 337-381 Northwest
4th Street, Miami, Florida, is consistent with local plans and
regulations.
Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 20th day of March 1997.

Dear Commissioner Gort:
I am writing to request that you initiate'a resolution, required by State statute, stating that
Camillus House's proposed Project Somerville is consistent with local plans and regulations.
Project Somerville, as you saw in our presentation to the DDA Board, is 47 units of permanent
affordable housing for families with children, to be located on property owned by Camillus at
337-381 N.W. 4th Street. The attached letter from Jack Luft, indicates its consistency with the
Miami Comprehensive Neighborhood Plan 1989-2000.
In order for Camillus House to qualify this project for the State's Community Contribution Tax
Credit Program, Florida Statutes, Sections 220.183 and 624.5105 require a resolution be passed
by local government attesting to this. Certification under this program, permits corporations to
deduct 50% of their contribution to such projects from certain state taxes (up to $200,000).
As you can see, our fund raising efforts for this much needed project will be enhanced by this
certification. I'm enclosing a sample resolution passed by Dade County to qualify the new
Homeless Assistance Center at the former Homestead Air Force Base. If I can aswer any
questions, or assist you in any way, please do not hesitate to contact me.

This is in reply to your letter of January 29, 1997, regarding the proposed use of property
at 337-381 N.W. 4th Street for permanent, long-term apartment housing. This use is
consistent with the Miami Comprehensive Neighborhood. Plan 1989-2000 (MCNP).
The MCNP designation for the subject location is "High Density Multi -Family
Residential', which allows residential structures to a maximum density of 150 dwelling
units per acre, subject to the detailed provisions of the applicable land development
regulations.

It is recommended that the Board approve the attached resolution citifying that the proposed .project of
Community Partnership for Homeless. Inc. to be. constructed on former Homestead Air Force Base
property conforms With local plans and regulations. The proposed project will provide housing to
homeless, low incorrie individuals and families in the southern portion of the County.
Florida Statutes, Sections 220.183(5)(a) and 624.5105(5}(a) requires certification by the Board prior to
authorizing tax credits against taxes imposed by Chapters 220 and 624. Florida Statutes (including
corporate. franchise end insurance premium tax credits) to corporations which contribute to the
Community Partnership for Homeless, Inc. for the benefit of this proposed project.

Sections 220.183 ana 624.5105, Florida Statutes (The Community Contribution Tax Incentive Program)
was designed to provsde an incentive -to private corporations to participate in the revitalization of
economically distressed areas of Florida, including the development and construction of housing for low
income persons throighout the State of Florida.
This incentive allows`ftrms a 50% credit (up to $200,000) against certain Florida taxes for donations
made to local community development projects undertaken by not -for -profit entities. Each year, up to
$2,000,000 in tax credits will be granted on a "first come, fit served" basis for eligible projects. ,Eligible
projects include those that will result in construction or rehabilitation of housing for low income persons.
Community Partnership for Homeless, Inc.. its main officas located at 1550 North baud Avenue, Miami,
Florida 33136. has rqpnded to this legislation by submitting its proposed project to develop and
construct housing on'forno Homestead Air Force Base property for homelm low income individuals
and families located iA the southern portion of the County in accordance with Dade County Resolution
No. R-698-95.
The proposed project! of Community Partnership for Homeless. Inc, was previously certified as being in
conformity with local�planning and zoning plans and regulations by the Board in connection with the
July 11. 1996 zoning caring for said proposed project. The staff certifies the project is consistent with
other local plants and i gulations.

It is recommended that the City Commission approve the attached resolution certifying
that the proposed Project Somerville, owned by Camillus House and to be located at 337-
381 N.W. 4th Street, is consistent with local plans and regulations.
Florida Statutes, Sections 220.183(5)(a) and 624.5105(5)(a) require certification by the
City Commission prior to authorization of credits against certain State taxes (corporate,
franchise, and insurance premium taxes) imposed on corporations that contribute to
Camillus House for the benefit of Project Somerville.
City Commission adoption of the attached Resolution will allow qualifying corporations
to receive these credits against State taxes.
BACKGROUND
Sections 220.183(5)(a) and 624.5105(5)(a), Florida Statutes (The Community
Contribution Tax Incentive Program) were designed as incentives for private corporations
to assist in the development of low-income housing in economically depressed areas of
Florida. The incentive allows a credit of up to 50% (with a maximum of $200,000)
against certain Florida taxes for donations made to local community development
projects undertaken by not -for -profit entities.
Camillus House, Inc., is a qualifying not -for -profit entity, and its proposed Project
Somerville will consist of 47 units of permanent affordable housing for families with
children. The proposed project was previously found consistent with the Miami
Comprehensive Neighborhood Plan 1989-2000 (MCNP) by letter of January 30, 1997 to
Camillus House, Inc, from Jack L. Luft, Director of the Department of Community
Planning and Revitalization. The staff certifies that the project, as proposed, is consistent
with other local plans and regulations.
