HomeMy WebLinkAboutR-97-0177J-97-92 2/ 18/97 RESOLUTION NO. 97 177 A RESOLUTION AUTHORIZING THE CITY MANAGER TO REALLOCATE $1,774,232.00 OF UNEXPENDED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS TO BE ALLOCATED TO ELIGIBLE CITY SPONSORED CDBG ACTIVITIES WITHIN THE EIGHT (8) DESIGNATED TARGET AREAS AS HEREIN SPECIFIED, FOR THE PURPOSE OF ASSISTING THE CITY OF MIAMI WITH THE EXISTING FISCAL EMERGENCY. WHEREAS, the City Commission is desirous of providing assistance to the eight (8) community development target areas; and WHEREAS, the Department of Community Development/NET has identified an available balance of $1,774,232.00 of Community Development Block Grant (CDBG) funds which can reallocated for eligible City -sponsored CDBG activities; and WHEREAS, the City Administration recommends the reallocation of the aforementioned CDBG Program funds to carry out projects that are necessary for the betterment of the community; and WHEREAS, the proposed CDBG activities are important components of the City's financial plan to address the current financial emergency; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA. CITY COMMSSION MEETING OF MAR 2 0 1997 Resolution No. 9 7 - 177 F Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. February 27, 1997 Public Meeting Re -allocation of G-1 Available CDBG Funds FROM Edward Mar ue REFERENCES: City Manager ENCLOSURES: RECOMMENDATION It is respectfully requested that the City Commission adopt the attached resolution which reprograms a contingency of one million, seven hundred seventy-four thousand, two hundred thirty-two dollars ($1,774,232.00) in eligible Community Development Block Grant (CDBG) funds for eligible City sponsored CDBG activities in the eight (8) target areas, i.e., Code Enforcement, seven hundred fifty thousand dollars ($750,000.00); Tower Theater Renovation, six hundred four thousand dollars ($604,000); and the Southeast Overtown/Park West Community Redevelopment Agency, four hundred twenty thousand, two hundred thirty-two ($420,232.00) dollars. The CDBG contingency identified by the Administration will in no way impact the allocation of any CDBG activity currently underway. A public hearing will be advertised in the local media in accordance with HUD regulations. The re -programming of these funds will assist the City by alleviating the general fund obligations to the aforementioned activities. BACKGROUND The Department of Community DevelopmentJNET recommends ratification of the attached Resolution, authorizing the City Manager to reprogram one million, seven hundred seventy-four thousand, two hundred thirty-two dollars ($1,774,232.00) in eligible Community Development Block Grant funds for eligible CDBG sponsored activities in the eight (8) target areas.
