HomeMy WebLinkAboutR-97-0125J-97-128 2/1 1 /97 RESOLUTION NO. 9 7- 125 A RESOLUTION AUTHORIZING THE EXTENSION OF A CONTRACT WITH MARTIN'S LAMAR UNIFORMS, FOR THE PROVISION OF POLICE UNIFORMS AND LEATHER GOODS, FOR A PERIOD OF THREE (3) MONTHS, BEGINNING ON FEBRUARY 15`, 1997 AND ENDING ON APRIL 30", 1997; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $50,000.00, FROM THE POLICE DEPARTMENT GENERAL OPERATING BUDGET, ACCOUNT 001000.290201.6.075; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EVIDENCE THIS EXTENSION OF THE TERM THEREOF. WHEREAS, it is necessary to reject current bids due to changes in the terms and conditions of the contract which resulted from the failure of bidding vendors to meet product specifications; and WHEREAS, the Police Department needs to extend the existing contract with Martin's Lamar Uniforms while bids are reviewed so an award recommendation can be made; and WHEREAS, the Department must still provide uniforms to new hires and for replacement of worn/ damaged items; and WHEREAS, Martin's Lamar Uniforms has provided quality service to the Police Department; CITY COMMISSTaON MEETING OF FEB 2 7 1997 Resolution No. 97- 125 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted. Section 2. The contract with Martin's Lamar Uniforms for the provision of police uniforms and leather goods is hereby extended for a period of three (3) months, beginning on February 1, 1997 and ending on April 30, 1997, with funds therefor hereby allocated, in an amount not to exceed $50,000, from the Police Department General Operating Budget, Account No. 001000.290201.6.075. Section 3. The City Manager is hereby authorized' to execute an amendment, in a form acceptable to the City Attorney, to the contract to evidence this extension of the term thereof. Section 4. Funding, in an amount not to exceed $50,000.00, is to be provided from the Police Department General Operating. Budget, Account 001000.290201.6.075. BACKGROUND: On September 30", 1996, the contract with Martin's Lamar, for the provision of police uniforms and leather goods, expired. All authorized extensions had been exhausted. For several months, the Department of Police and Procurement Management, were working to bring the bid process to a closure prior to the contract's conclusion. Bids were issued but were not opened until September 16`', 1996; therefore, they were unable to conclude the bidding process on time. The Commission approved a four (4) month extension during the October 10', 1996 meeting. The Department has been feverishly working to tabulate bids so that they may make a recommendation to the Commission. It has come to their attention, however, that the current bids need to be rejected due to changes in the terms and conditions of the contract which resulted from the failure of bidding vendors to meet product specifications. In the meantime, it is still necessary to replace worn or damaged uniforms and provide uniforms to new hires. Therefore, the Department will require an additional three (3) month extension. I am requesting your permission to forgo competitive bidding methods until April 301h, 1997. The Department of Police and Procurement Management believe they will have an award recommendation prior to this date but would prefer to be on the conservative side in the event of an unforeseen occurrence. Their current vendor, Martin's Lamar, has agreed to abide by the same prices, terms and conditions. 57- 1251
