A RESOLUTION, BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY
COMMISSION, AFTER A DULY ADVERTISED PUBLIC
HEARING, RATIFYING THE CITY MANAGER'S FINDING
OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDS AND APPROVING THE
ACQUISITION FROM DATABASE TECHNOLOGIES, INC.
OF ON-LINE COMPUTER SERVICES FOR THE RESEARCH
OF PUBLIC RECORDS FOR THE MIAMI POLICE
DEPARTMENT, FOR A TOTAL INITIAL FIRST YEAR
COST IN AN AMOUNT NOT TO EXCEED $18,000.00,
WITH THE OPTION TO EXTEND FOR ONE ADDITIONAL
YEAR AT THE SAME PRICE, TERMS AND CONDITIONS;
ALLOCATING FUNDS THEREFOR FROM THE POLICE
DEPARTMENT GENERAL OPERATING BUDGET, ACCOUNT
CODE NO. 001.000.290201.6.270, IN THE AMOUNT
OF $2,000.00, ANTI -GANG GRANT, ACCOUNT CODE
NO. 148002.29060-6.6.270, IN THE AMOUNT OF
$12,000.00, AND OPERATION CARS GRANT, ACCOUNT
CODE NO. 110063.290478.6.270, IN THE AMOUNT
OF $4,000.00; AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR SAID ACQUISITION.
WHEREAS, the City of Miami Police Department is in need of
an on-line computerized service for the research of public
records by various units; and
WHEREAS, it has been determined that Database Technologies,
Inc. is capable of integrating billions of public records by
linking data from federal, state, local, and private databases
for the use by the Police Department; and

WHEREAS, research reveals that there is no other firm that
provides all the access capability to public records required by
the Department of Police other than Database Technologies, Inc.;
and
WHEREAS, said acquisition of said continued service will
assist the Police Department with its ongoing efforts to conduct
effective police investigations; and
WHEREAS, funds for said acquisition are available from the
Police Department General Operating Budget, Account Code
No. 001.000.290201.6.270, in the amount of $2,000.00, Anti -Gang
Grant, Account Code No. 148002.29060-6.6.270, in the amount of
$12,000.00, and Operation Cars Grant, Account Code
No. 110063.290478.6.270, in the amount of $4,000.00; and
WHEREAS, said service shall be provided for one year with
the option to extend for one additional year; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Database Technologies, Inc. is the only vendor able to
provide the on-line computerized service for research of public
records as required by the Police Department; and
WHEREAS, the findings of the Chief Procurement Officer have
been approved and adopted as the findings of the City Manager;
and
WHEREAS, the City Manager and the Chief Procurement Officer
recommend that the requirements for competitive formal sealed
bids be waived and the procurement of said equipment from
Database Technologies, Inc. as the sole source provider be
approved;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Manager's finding of sole source is
hereby ratified, the requirements for competitive sealed bids is
hereby waived and the request for the acquisition from Database
Technologies Inc. of on-line computer services for the research
of public records for the Department of Police, for a total
initial first year cost in an amount not to exceed $18,000.00,
with the option to extend for one additional year at the same
price, terms and conditions is hereby approved, with funds
therefor hereby allocated from the Police Department General
Operating Budget, Account Code No. 001.000.290201.6.270, in the
amount of $2,000.00, Anti -Gang Grant, Account Code No.
148002.29060-6.6.270, in the amount of $12,000.00, and Operation
Cars Grant, Account Code No. 110063.290478.6.270, in the amount
of $4,000.00.

Section 3. The City Manager is hereby authorizedY to
execute an agreement, in a form acceptable to the City Attorney,
with Database Technologies, Inc. for said acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission waive the necessity of competitive bids
and approve the attached Resolution for the purchase of on-line services, from Database
Technologies, Inc., at a total cost not to exceed $18,000.00. Funding will be from the following
sources: Police Department General Operating Fund, Account 001000.290201.6.270 ($2,000.00),
Anti -Gang Grant, Account 148002.290606.6.270 ($12,000.00) and Operation CARS Grant,
Account 110063.290466.6.270 ($4,000.00).
BACKGROUND:
Database Technologies, Inc., provides an on-line service for public records research. The
Department of Police utilizes this service during investigations and has found it extremely useful.
Information from the State of Florida and approximately thirty (30) additional States can be
searched, providing a wealth of data to the investigator.
The Chief Procurement Officer has determined that Database Technologies, Inc., is the sole source
distributor of this service.

Th"-inves ation was conducted by Procurement staff to determine whether Database Technologies, Inc., a non -minority,
non -local v dor located in Pompano Beach, Florida is the sole source provider of an on-line computerized service for the
research of p lic records, as requested by the Miami Police Department.
Contact was n1ade with Mr. Scott Nugent from the S.I.S. Unit of the Miami Police Department regarding the computerized
on-line service for the research of public records that the department was seeking. It was learned various units of the
department has been utilizing the services of Database Technologies since 1993, and the department was very pleased with
the information it receives as the service provided has enhanced all investigative efforts by the Police Department
In addition, according to Database Technologies, they have been providing service to the Miami Police Department for
several years, and that his firm is a sole source provider for these services offered to the City. He reported there are no
firms anywhere else in the United States that provides on-line public record research with all of the databases as provided
by Database Technologies. The firm integrates billions of public records by linking data from federal, state, local, and
private databases, and as such, the Miami Police Department can easily locate individuals via the information provided by
Database Technologies. Metro Dade County, the State of Florida, and at least 37 other States also use these same services.
Contact was additionally made with Commander Camacho from the Metro Dade Police Department and Ms. Cynthia
Goldman from Dade County Procurement. Both individuals confirmed the use of Database Technologies by Dade County
as a Sole Source.
No other firm could be located which provides the same services to the Miami Police Department as offered by Database
Technologies, Inc. The estimated amount for the continuation of these services is an amount not to exceed $18,000
annually. Funding will be from the Police Department General Operating Budget, Account 001.000.290201.6.270
($2,000.00); Anti -Gang Grant, Account 148002.290606.6.270 ($12,000.00); and Operation CARS Grant, Account
110063.290466.6.270 ($4,000.00). The department desires to obtain this service for one (1) year, with the option to extend
for one (1) additional year.
Therefore, I am recommending that the requirements for competitive bidding be waived and the above findings be
approved: that Database Technologies, Inc. is the sole provider of on-line computerized service for the research of public

An investigation was conducted to determine whether Database Technologies, Inc., a non-minority/non-local vendor
located at 100 East Sample Road, Pompano Beach, Florida is the sole source provider of an on-line computerized service
for the research of public records, as requested by the Miami Police Department.
Contact was initially made with Mr. Ron Hazzard from the Miami Police Department regarding the computerized on-line
service they were seeking to obtain and be deemed as a sole source. It was learned that three (3) separate units (S.I.S.,
Auto Theft, and Investigative) have been utilizing the services provided by Database Technologies since 1993, 1994, and
1995, respectively. As part of my investigation, I also made contact with Mr. Frank Sincavage from Database
Technologies, Inc. He advised me that Database Technologies has been doing business with the Miami Police Department
for a number of years, and that his firm is a sole source provider for these services. He additionally reported that there are
no other firms anywhere else in the United States that provides on-line public record research with the vast quantity of
databases as provided by Database Technology. The firm services over 1200 governmental agencies (including Metro
Dade County and the State of Florida) and all 50 States in some manner, with 37 other States being fully integrated with
the same system as the Miami Police Department and the State of Florida. The firm integrates billions of public records by
linking data from federal, state, local, and private databases and as such, the Miami Police Department's units can locate
individuals via the information provided by Database Technologies.
According to Mr. Scott Nugent of the S.I.S. Unit of the Miami Police Department, the department is very pleased with the
on-line computer services provided by Database Technologies as for a number of years it has greatly enhanced all
investigative efforts by the department by utilizing the great extent of the data allowed to be accessed by the firm's
services. He additionally reported that there is no other firm that provides all the research of public records as required by
the department than Database Technologies, and he agreed that it is a sole source. He did indicate that another firm, Lexus
Nexus located in Washington, D.C., does provide information but is not all inclusive and does not meet the department's
needs as does Database Technologies. Contact was made with Mr. Jeff Kratzenmacher from Lexus Nexus. He indicated
that his firm provides news, legal and public records research for various law enforcement agencies; however, he agreed
that his fine does not provide the total services offered by Database Technologies but that the information provided by his
firm complements the information provided by Database Technologies. Additionally, I made contact with Commander
Camacho from the Metro Dade Police Department and Ms. Cynthia Goldman from Dade County Procurement. Both
individuals confirmed the use of Database Technologies by Dade County as a Sole Source.
The estimated amount for the continuation of these services is an amount not to exceed $18,000 annually. Funding will be
from the Police Department General Operating Budget, Account 001.000.290201.6.270 ($2,000.00); Anti -Gang Grant,
Account 148002.290606.6.270 ($12,000.00); and Operation CARS Grant, Account 110063.290466.6.270 ($4,000.00). The
