RESOLUTION NO. 9 7 " 103
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH MIAMI-DADE COMMUNITY
COLLEGE, SCHOOL OF JUSTICE AND SAFETY
ADMINISTRATION, FOR THE PROVISION OF TRAINING
SERVICES FOR THE MIAMI POLICE RECRUITS, IN THE
AMOUNT OF $164,103.40; ALLOCATING FUNDS THEREFOR
FROM THE POLICE DEPARTMENT GENERAL OPERATING
BUDGET, ACCOUNT NO. 001000.290201.6.270.
WHEREAS, the Miami Police Department, along with law enforcement agencies in
Dade County, sends its police recruits to Miami -Dade Community College, School of Justice
and Safety Administration, for basic law enforcement training; and
WHEREAS, this ensures that all police recruits within Dade County receive the same
training as recommended by the Region XIV Advisory Council and the Dade Chief's
Association;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are
hereby adopted.

Section 2. The City Manager is hereby authorized' to execute a contract, in a form
acceptable to the City Attorney, with Miami -Dade Community College, School of Justice and
Safety Administration, for the provision of training services for the Miami Police recruits, in
the amount of $164,103.40, with funds therefor hereby allocated from the Police
Department General Operating Budget, Account No. 001000.290201.6.270.
Section 3 This Resolution shall become effective immediately upon adoption.

RECOMMENDATION:
It is respectfully reconunended that a Resolution authorizing the City Manager to execute a
contract with Miami Dade Community College, School of Justice and Safety Administration, in an
annual amount not to exceed $1001000.00, be adopted. Funding is to be provided from the Police
Department General Operating Budget, Account 001000.290201.6,270.
BACKGROUND:
The Miami Police Department, along with every other law enforcement agency in Dade County,
sends its police recruits to the School of Justice and Safety Administration at Miami -Dade
Community College. This ensures that all police officers in Dade County receive the same basic
law enforcement training (540 hours) plus additional training (approximately 300 hours) that has
been requested/recommended by the Region XIV Advisory Council and the Dade Chiefs
Association. The Department pays the full cost of $1,465.00 per recruit for this training.
One academy also lessens the need of duplicating construction and operating costs associated with
training facilities such as firearm ranges, driving ranges, obstacle courses, defensive tactics training
areas, etc. Staffing of sworn positions is also shared by all large agencies who have recruits at the
academy.
