ON A CONTRACT BASIS FOR ONE (1) YEAR, FOR THE DEPARTMENT OF FIRE -RESCUE, AT A TOTAL PROPOSED ANNUAL COST OF $37,000.00; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF FIRE -RESCUE FY' 97 BUDGET ACCOUNT CODE NO. 001000.280501,6340.71426; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR SAID ACQUISITION WHEREAS, cervical collars are used by Fire Rescue personnel in the immobilization of patients that may have sustained serious injury to the cervical spine; and WHEREAS, without proper immobilization, paralysis may result, jeopardizing the patient's recovery; and WHEREAS, the Department of Fire -Rescue needs to purchase cervical collars at a total proposed annual cost of $37,000.00; and WHEREAS, the purchase of Laerdal brand stifneck cervical collars under Dade County Contract No. 5241-1/98 will result in considerable savings; and WHEREAS, funds for this purchase are available from the Fire -Rescue FY'97 Budget, Account Code No. 001000.280501.6340.71426; and CITY COMMISSION MEETING OF FED 2 0 1997 Resolution No. 9'7- 83 WHEREAS, the City Manager and the Chief of the Department of Fire -Rescue recommend the purchase of Cervical Collars from Aero Products Corp., under Dade County Contract No. 5241-1/98, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The purchase of Laerdal brand stifneck cervical collars from Aero Products Corp., under existing Dade County Contract No. 5241-1/98, on a contract basis for one (1) year, for the Department of Fire -Rescue at a total proposed annual amount of $37,000.00 is hereby authorized, with funds therefor hereby allocated from the FY'97 Fire -Rescue General Operating Budget, Account Code Number 001000.280501.6340.71426. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders for said acquisition. Section 4. This acquisition is on a contract basis for one (1) year. Funds are available from the Department of Fire -Rescue FY '97 Budget Account Code No. 001000.28501.6340.71426. The Department of Fire -Rescue has evaluated all responses to City of Miami Bid No. 95-96-132, and has determined that the low bidder offers a substitute. Subsequent to this, it was discovered that a Metro Dade County contract offered thespecified product at a cost below the low bidder's substitute product. Therefore, the department recommends using this cost effective bid. Cervical Collars are used in the immobilization of patients that may have sustained serious injury to the cervical spine. Without proper immobilization, paralysis may result, thereby jeopardizing patient recovery.
