(! t J-97-110 1 /23/97 RESOLUTION NO. 9 7 r 58 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND ACCEPTING THE BID OF ROMAC, INTERNATIONAL FOR THE FURNISHING OF TEMPORARY FINANCIAL STAFFING SERVICES FOR THE DEPARTMENT OF COMMUNITY DEVELOPMENT AND FINANCE; ALLOCATING GRANT FUNDS THEREFOR, IN THE AMOUNT OF $200,000, AS HEREIN SPECIFIED; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH ROMAC, INTERNATIONAL FOR THIS PURPOSE. WHEREAS, the City of Miami's Department of Finance has determined that there is a need to obtain professional services of five (5) accountants to prepare close-out packages required by South Florida Employment Training and Consortium (SFETC), reimbursement packages for Housing Opportunities for Persons with Aids (HOPWA), and i Community Development Block Grant (CDBG) Program to satisfy the U.S. Housing and Urban Development (HUD) requirements; and WHEREAS, Romac International will provide financial management and accounting assistance for the above purposes; and WHEREAS, the Department of Human Resources is currently evaluating citywide needs to determine the feasibility of issuing a Request For Proposals (RFP) for temporary CITY COMOSSI©N MEETING OF JAN 2 3 1997 Revolution No. 9'7- 58 staff services, but the RFP will not be completed in time to meet HUD and SFETC requirements; and WHEREAS, staff from the Department of Community Development/NET contacted three firms to request written quotes and subsequently determined that Romac International provides the most advantageous array of temporary financial staffing services and guarantees based on the city's needs and requirements, and this selection is determined to be in the best interests of the City of Miami; and WHEREAS, based upon the foregoing, the City Manager: (1) made a written finding that a valid emergency exists, (2) authorized that the requirements for competitive sealed bids be waived, and (3) recommends entering into a contract, in a form acceptable to the City Attorney, with Romac International for this purpose, for a total amount of $200,000 for the period ending September 30, 1997; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, ratifying, approving and confirming the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and accepting the bid of Romac International for the provision of five accountants, on a temporary basis, to perform financial services for the Departments of CD/NET and Finance, with funds therefor hereby allocated as follows: -2- 97- 58 FUNDING SOURCE ALLOCATION 11th Year CDBG Program funds, Acct. No. 451109-799302 $ 80,000 Neighborhood Jobs Program, Acct. No. 452263-799626 80,000 HOPWA Program funds 40,000 (21st Year CDBG, Acct. 590603-194003) - $23,000 (22nd Year CDBG, Acct. 590604-194004) - 17,000 Total $ 200,000 Section 3. The City Manager is hereby authorized' to execute a contract with Romac International, in a form acceptable to the City Attorney, for this purpose. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 23rd day of January, 1997.
