HomeMy WebLinkAboutR-97-0057J-97-69 1 /22/97 RESOLUTION NO. 9=_57 A RESOLUTION, WITH ATTACHMENT, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD"), ACCEPTING THE AWARD OF A SECTION 108 LOAN GUARANTEE IN THE AMENDED AMOUNT OF $5 MILLION TO ASSIST WITH THE DEVELOPMENT OF THE S.W. 8TH STREET SHOPPING CENTER PLAZA, LOCATED IN THE EAST LITTLE HAVANA TARGET AREA; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A LOAN AGREEMENT, 1N A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH S.W. 8TH STREET VENTURE, L.P., FOR DEVELOPMENT OF THE PROJECT. WHEREAS, the City of Miami is committed to assisting private investors create new jobs and remove slum and blight in the designated community development target areas; and WHEREAS, in April, 1996, the City, on behalf of S.W. 8th Street Venture, L.P. ("Developer"), submitted an application to HUD for a $5.6 million Section 108 Loan Guarantee; and WHEREAS, the Developer proposes to construct a strip shopping center between Second and Third Avenues along S.W. 8th Street in the East Little Havana Neighborhood ("Project"); and WHEREAS, HUD has approved the City's request to assist in financing this Project and awarded a Section 108 Loan Guarantee in the amount of $5.6 million; and ATTACHAll EI T (5) CO Y RED CITY CODT IISSION Iv EE,TBIG of P,esolufion No, j FAI W WHEREAS, the Developer has now indicated that the amount required for the Project has been reduced from $5.6 million to 5 million; and WHEREAS, the City is now accepting the said Loan Guarantee in the amended amount of $5 million for development of the Project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to execute an Agreement, in substantially the attached form, with the United States Department of Housing and Urban Development (HUD) accepting the award of a Section 108 Loan Guarantee, in the amended amount of $5 million, to assist with the development of the S. W. 8th Street Shopping Center Plaza ("Project"), located in the East Little Havana target area. Section 3. The City Manager is hereby further authorized' to execute a loan agreement, in a form acceptable to the City Attorney, with S.W. 8th Street Venture, L.P., for development of the Project. Section 4. This Resolution shall become effective immediately upon its adoption. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. i 2- 9 7 - 57 PASSED AND ADOPTED this 23rd day of January—, 1997.
