A RESOLUTION ACCEPTING THE BID OF R. TARAFA,
GENERAL CONTRACTOR INC., FOR THE REHABILITATION OF
THE CEMETERY BUILDING AND WALL AT THE MIAMI
CEMETERY, IN THE AMOUNT OF $38,592.00, AND
SROWARD MONUMENT, FOR THE RESTORATION OF THE
GRAVE MARKERS AND MAUSOLEUM AT SAID CEMETERY,
IN THE AMOUNT OF $135,500.00, FOR A TOTAL
PROPOSED AMOUNT OF $174,092.00, FOR THE
DEPARTMENT OF PARKS AND RECREATION; ALLOCATING
FUNDS THEREFOR FROM CITY OF MIAMI RESTORATION -
HURRICANE RECOVERY AND RELIEF ACCOUNT NO.
805801-835, CAPITAL IMPROVEMENT PROGRAM PROJECT
NO. 336006; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE
PURCHASE ORDERS FOR SAID SERVICE.
WHEREAS, pursuant to public notice, sealed bids were received November 13,
1996 for the provision of Miami Cemetery Restoration for the Department of Parks and
Recreation; and
WHEREAS, invitations for Bid No. 96-97-013 were mailed to seventy two (72)
potential bidders and eight (8) bids were received; and
WHEREAS, funds for this service are available from the City of Miami Restoration
- Hurricane Recovery and Relief Account No. 805801-835, Capital Improvement Program,
Project No. 336006; and

WHEREAS, the Department of Parks and Recreation has received Community
input as to the renovation needs of the Miami Cemetery through various meetings with
the neighborhood residents and the local NET office; and
WHEREAS, among the items determined to be of great need was the restoration
and rehabilitation of the Miami Cemetery building and wall, and the restoration of grave
markers and the mausoleum; and
WHEREAS, the City Manager and the Director of the Department of Parks and
Recreation recommend that the bids received from R. Tarafa, General Contractor Inc., and
Broward Monument be accepted as the lowest most responsible and responsive bidders;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution

are hereby adopted by reference thereto and incorporated herein as if fully set forth in this

Section 2. The November 13, 1996 bids from R. Tarafa, General Contractor, Inc.,

for the repair and rehabilitation of the Miami cemetery building and wall (Base Bid 1) at the
Miami Cemetery, in the amount of $38,592.00, and from Broward Monument, for the
restoration of the grave markers and mausoleum (Base Bid II) at said cemetery, in the
amount of $135,500.00, for a total proposed amount of $174,092.00, for the Department
of Parks and Recreation, are hereby accepted, with funds therefor hereby allocated from
the City of Miami Restoration - Hurricane Recovery and Relief Account No. 805801-835,
Capital Improvement Program Project No. 336006.
Section 3. The City Manager is hereby authorized to instruct the Chief Procurement
Officer to issue a purchase orders for this service.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
accepting the bid of R. Tarafa General Contractor Inc., a Hispanic/Dade County vendor
for the rehabilitation of the cemetery building and wall at the Miami Cemetery in the
amount of $38,592.00 and Broward Monument a female/Broward County vendor for the
restoration of the grave markers and mausoleum in the amount of $135,500.00 at a total
proposed arnount of $174,092.00. State of Florida Grant Rinds for this improvement are
available in "City of Miami Restoration - Hurricane Recovery and Relief," Account No.
805801-835 Capital. Improvement Program Project No. 336006. This Resolution further
instructs the Chief Procurement Officer to issue a purchase order for this acquisition.
BACKGROUND:
Pursuant to public notice, seven (7) sealed bids were received for base bid I, the
restoration of the Miami Cemetery building and wall and two (2) sealed bids were
received for base bid II, the restoration of grave markers and mausoleum. Award of the
bid for base bid I is recommended to R. Tarafa General Contractor, Inc., a Hispanic/Dade
County vendor which submitted the lowest responsive and responsible bid. Award for
base bid II is recommended to Broward Monument, the one (1) of the two (2) bids which
was determined responsive.

Sealed bids will be received by the City Clerk at his office located at City Hall? 3500 Pan-)
American Drive, Miami, Florida 33133 not later than November 13, 1996 at -N2:00
prn for two (2) short term contracts for the furnishing of all supervision, labor, materials,
equipment, tools, and all operations necessary for 1) the rehabilitation of the cemetery
building and a wail; and 2) the restoration of the grave markers and mausoleums at the
City of Miami Cemetery, for the Department of Parks and Recreation.
A Mandatory Pre -Bid Conference will take place at the City of Miami Cemetery located at
1800 N.W. 2nd Avenue, Miami, Florida, on Tuesday, November 5, 1996 at 10:30 a.m.
Failure to attend shall disqualify any bid submitted.
Bids submitted past such deadline and/or submitted to any other location or office shall be
deemed non -responsive and will be rejected.
Ordinance No. 10062, as amended, established a goal of awarding 51 % of the City's total
dollar volume of all expenditures for all good and services to Black, Hispanic and Women
Minority Business Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids and who are not
registered with the City as minority or women vendors are advised to contact the City
Procurement Office located at the Miami Riverside Center, 444 S.W. 2 Avenue, Sixth
Floor, Miami, (305) 416-1900.
Section 18-52.1(h) of the City Code, as amended, states that the City Commission may
offer to a responsible and responsive local bidder, whose primary office is located in the
City of Miami, the opportunity of accepting a bid at the low bid amount, if the original bid
amount submitted by the local vendor does not exceed 110 percent of the lowest other
responsible and responsive bidder.
The City reserves the right to request copies of the occupational license, professional
and/or trade licenses, corporate chart and tax return and any other documents to verify
the location of the firm's primary office.
All vendors whose primary office is located within the City of Miami must provide a copy
of their City Occupational License with their bids.
The City Manager may reject all bids and readverdse.
