QUI N JO ES, III CITY ATTORN Y W1371:CSK -2- f, r P1 CITY OF MIAM1, FLORIDA INTER -OFFICE MEMORANDUM17 TO Honorable Mayor and Members DATE : November 22, 1996 FILE of the City Commission SUBJECT EMS fee collections FROM : ` G REFERENCES Edward ar z City Manager ENCLOSURES RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution declaring the intention of the City to aggressively pursue the collection of medical transport fees from all parties, including City Residents. BACKGROUND The Department of Fire- Rescue will generate an estimated $3,500,000.00 in revenues for Emergency Medical Transports in Fiscal Year 96-97. Historically, there has been no collection function for City residents for non-payment of Emergency Medical Transport bills. The practice has been to send four (4) letters via the billing company and cease collection efforts. It is our intention to assume a more aggressive posture on these accounts. In the past, the City Commission directed that no extraordinary collection efforts would be directed towards City residents. We have been unable to determine if this was in the form of a motion or simply an understanding. It is appropriate at this time to reconsider our position and aggressively pursue all possible sources of revenue from all parties; including City residents. a
