RESOLUTION NO 9 7 _ 16
A RESOLUTION DECLARING THE INTENT OF THE MIAMI CITY
COMMISSION TO USE ALL LEGAL AND PRUDENT MEANS TO
AGGRESSIVELY PURSUE THE COLLECTION OF ALL
OUTSTANDING MEDICAL TRANSPORTATION FEES FROM
OWING PARTIES, INCLUDING CITY OF MIAMI RESIDENTS.
WHEREAS, the Miami City Commission has declared that a state of financial
emergency exists in the City; and
WHEREAS, in the past, there have been no extraordinary efforts to collect
outstanding fees for emergency medical transportation performed by the Department of
Fire -Rescue; and
WHEREAS, there is a need to assume a more aggressive posture with regard to the i
collection of moneys owed;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF

MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this

Section 2. The Miami City Commission hereby declares their intent to use all

legal and prudent means to aggressively pursue the collection of all outstanding medical
i
transportation fees from owing parties, including City of Miami residents.

Section 3. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
declaring the intention of the City to aggressively pursue the collection of medical transport
fees from all parties, including City Residents.
BACKGROUND
The Department of Fire- Rescue will generate an estimated $3,500,000.00 in revenues for
Emergency Medical Transports in Fiscal Year 96-97. Historically, there has been no collection
function for City residents for non-payment of Emergency Medical Transport bills. The
practice has been to send four (4) letters via the billing company and cease collection efforts.
It is our intention to assume a more aggressive posture on these accounts. In the past, the City
Commission directed that no extraordinary collection efforts would be directed towards City
residents. We have been unable to determine if this was in the form of a motion or simply an
understanding.
It is appropriate at this time to reconsider our position and aggressively pursue all possible
sources of revenue from all parties; including City residents.
