A RESOLUTION ACCEPTING THE BID OF ATLANTIS
CONSTRUCTION OF SOUTH FLORIDA, FOR THE FURNISHING
AND INSTALLATION OF A PLAYGROUND STRUCTURE,
SAND, RESILIENT SURFACE AND WOOD EDGING AT RANGE
PARK, IN A TOTAL_ PROPOSED AMOUNT OF $33,950.00,
FOR THE DEPARTMENT OF PARKS AND RECREATION;
ALLOCATING FUNDS THEREFOR FROM ATHALIE RANGE
REHABILITATION CAPITAL IMPROVEMENT PROGRAM,
PROJECT NO. 331070, INDEX CODE 589301-860;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS ACQUISITION.
WHEREAS, pursuant to public notice, sealed bids were received November 13,
1996 for the furnishing and installation of a playground structure, sand, resilient surface
and wood edging at Range Park for the Department of Parks and Recreation; and
WHEREAS, invitations for Bid No. 95-96-159 were mailed to one hundred six
(106) potential bidders and five (5) bids were received; and
WHEREAS, funds for this acquisition are available from Athalie Range
Rehabilitation Capital Improvement Program, Project No. 331070, Index Code No.
589301-860; and,
WHEREAS, the City Manager and the Director of the Department of Parks and
Recreation recommend that the bid received from Atlantis Construction of South Florida be
accepted as the lowest responsible and responsive bid;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
j are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The bid submitted by Atlantis Construction of South Florida for the

furnishing and installation of a playground structure, sand, resilient surface, and wood
edging at Range Park, at a total proposed amount of $33,950.00, for the Department of
Parks and Recreation, is hereby accepted, with funds therefor hereby allocated from
Athalie Range Rehabilitation Capital Improvement Program, Project No. 331070, Index
Code No. 589301-860.
Section 3. The City Manager is hereby authorized to instruct the Chief
Procurement Officer to issue a purchase order for said acquisition.
Section 4. This Resolution shall become effective immediately upon its
adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
accepting the bid of Atlantis Construction of South Florida, a Hispanic(Local vendor for
the furnishing and installation of a playground structure, sand, resilient surface and wood
edging at Range Park in the total proposed amount of $33,950.00. Community
Development Block Grant (CDBG) funds for this improvement are available in Capital
Improvement Program Project No. 331070, "Athalie Range Rehabilitation". This
Resolution further instructs the Chief Procurement Officer to issue a purchase order for
this acquisition.
BACKGROUND:
The Department of Parks and Recreation has received community input as to the needs of
Range Park from the neighborhood residents and the local NET Office. Among the items
described to be of great need were new playground equipment.
Pursuant to public notice, five (5) sealed bids were received for the purchase and
installation of playground equipment. Award of the bid is recommended to Atlantis
Construction, a Hispanic/Local firm located at 2210 NW 14`' Street, Bay 6, Miami,
Florida, for submitting the lowest responsive and responsible bid.

Sealed bids will be received by the City of Miami City Clerk at his office located at City
Hall, 3500 Pan American Drive, Miami, Florida 33133 no later than November 13, 1996 at
10:00 a.m. for the furnishing and installation of a playground structure, sand, resilient
surface, and wood edging in Range Park for the Department of Parks and Recreation.
DAVIS BACON WAGES ARE APPLICABLE TO THIS PROJECT
Bids submitted after the deadline and/or submitted to any other location or office shall
be deemed non -responsive and shall be rejected.
Ordinance No. 10062, as amended, established a goal of awarding 51% of the City's
total dollar volume of all expenditures for all goods and services to Black, Hispanic and
Women Minority Business Enterprises, on an equal basis. (See Ordinances 10062 and
10538) .
Minority and women vendors who are interested in submitting bids and who are not
registered with the City as minority or women vendors are advised to contact the City
Procurement Office located at 300 Biscayne Blvd. Way, Suite 210, (305) 579-6845.
Section 18-52.1(h) of the City Code, as amended, states that the City Commission may
offer to a responsible and responsive local bidder, whose primary office is located in
the City of Miami, the opportunity of accepting a bid at the low bid amount, if the
original bid amount submitted by the local vendor does not exceed 1 10 percent of the
lowest other responsible and responsive bidder.
The City reserves the right to request copies of the occupational license, professional
and/or trade licenses, corporate chart and tax return and any other documents to
verify the location of the firm's primary office.
All vendors whose primary office is located within the City of Miami must provide a
copy of their City Occupational License with their bids.
Detailed specifications for the bids are available upon request at the City's
Procurement Office.
The City Manager may reject all bids and readvertise.
