HomeMy WebLinkAboutO-11556J-97-676 10/14/97 ORDINANCE NO. 11556 AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 11409, ADOPTED OCTOBER 1, 1996, WHICH ESTABLISHED INITIAL RESOURCES AND INITIAL APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED: "GANG REDUCTION ACTIVITIES AND SPORTS PROGRAM", THEREBY INCREASING THE APPROPRIATIONS TO SAID FUND IN THE TOTAL AMOUNT OF $237,515, CONSISTING OF A GRANT, IN THE AMOUNT OF $178,136, FROM METROPOLITAN DADE COUNTY AND MATCHING FUNDS, IN THE AMOUNT OF $59,379, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURE HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY "GUIDE TO EQUITABLE SHARING"; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT SAID GRANT; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS; the City of Miami Police Department continues its efforts to educate the youth of our community in the dangers of gang involvement; and WHEREAS, this program will target ex -gang members and potential gang members in the City of Miami by providing them with productive, alternate activities; and WHEREAS, Metropolitan Dade County has approved an additional award, in the amount of $178,136.00, plus a_ required $59,379.00 (25%) of City of Miami matching funds, for a total of $237,515.00, for the continued operation of this successful program; and WHEREAS, the City of Miami matching funds will be allocated from the Law Enforcement Trust Fund, such expenditure having been certified by the Chief of Police as complying with the U.S. Department of the Treasury "Guide to Equitable Sharing"; and 11550 WHEREAS, any purchases would have to comply with applicable City Code purchasing requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 11409, adopted October 1, 1996, is hereby amended in the following particulars:' FUND TITLE: GANG REDUCTION ACTIVITIES AND SPORTS PROGRAM RESOURCES: Metropolitan Dade County t 1;12 126 $356,272 Grant Award Department of Police, $ 59,379 APPROPRIATIONS: Law Enforcement Trust Fund Necessary expenses for the continued operation of the Grant Reduction Activities and Sports Program in an amount not to exceed $415,651 " ' Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. 2, • Section 3. The City Manager is hereby authorized to accept the grant as set forth in the Preamble to this Ordinance and to enter into the necessary contract(s) and/or agreement(s), in a form acceptable to the City Attorney, for acceptance of the grant award. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds of necessity of the City of Miami to make the required and necessary payments to its employees and officers, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirements of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths (4/5ths) of the members of the Commission. BACKGROUND: The Miami Police Department is continuing its efforts in educating the youth of our community in the dangers of gang involvement. Toward this end, the Gang Reduction Activities and Sports Program (G.R.A.S.P.) was established. This program will target ex -gang members and gang wannabes in the City of Miami by providing them with productive, alternate activities. Metropolitan Dade County has committed an additional $237,515.00 toward necessary expenses for the continuance of this successful project. This total includes a required $59,379.00 (25%) match by the City of Miami. The Department of Police has received a verbal commitment from Metropolitan Dade County; however, no funds will be spent until a written confirmation is received by them. This confirmation is expected to be forthcoming.
